ICDS procurement to be decentralized, HC disposes off PIL filed by NGO

SRINAGAR, Mar 15: High Court today disposed off a Public Interest Litigation (PIL) filed by an NGO namely J&K Peoples Forum (JKPF) after the government decided to decentralize the process of procurement in the Integrated Child Development Services (ICDS) Directorate.
The NGO had prayed before the High Court that sub standard nutritional items were being supplied by contractors who were in league with the senior officers of ICDS.
Details available with Early Times reveal that during the course of hearing Advocate General D C Raina placed before the High Court a government order wherein the policy of procurement has been revisited both in urban and rural areas. In rural areas the procurement process would be undertaken by local Panchayat and mothers of two children admitted in the Anganwadi centers.
In urban areas the process will be undertaken by the Municipal Councilor of the area along with two mothers of the children admitted in the respective Anganwadi centers. Advocate Shafaqat Nazir appearing for the NGO expressed satisfaction over the revised policy of government putting an end to the intermediary system and centralized procurement of nutritional items for Anganwadi Centers of J&K State.
Upon this the division bench of J&K High Court comprising Chief Justice Geeta Mittal and Justice Sanjeev Shukla disposed off the petition and endorsed the revised policy of the government
As reported already the Mission Directorate of Integrated Child Development Scheme (ICDS) was caught on the wrong foot as purchases for sub standard "Channa" was made to be supplied to hundreds of Anganwadi centers in Jammu region last year. Earlier the Directorate had made purchase of sub standard "Rattan" biscuits and after sustained campaign by Early Times the supply order was stopped by the administrative department.
More than 50,000 quintals of Channa had been purchased for Jammu province and many samples were showing negative results under J&K Food Safety Act. A copy of the report given by Food Analyst Jammu was obtained by Early Times. The report pertaining to ICDS block Phalanwalla reads "Sample does not confirm to the standards prescribed for Channa under Food Safety Act". Sources have revealed that all the samples have same report, but at many places ICDS has managed to get positive report.
The top officials of Niti Aayog and J&K Government last year met around three dozen civil society organizations working on social development in J&K particularly on children, women and senior citizens issues. When the discussion began on ICDS some senior citizens raised the issue of misbranded and sub standard nutritional items being supplied to Anganwadi centres in J&K.
