| If we ask to the experts likely fields political, civic, historical ,etc everyone have assigned first priority to the public i. e common people and then to nation and Indian army comprising belt forces. Therefore we must regard public as topmost tier of a democratic government in India and world. In order to garner the interests of the common people, we must pay special care towards them first of all then nation and Indian army including paramilitary forces.
It is the public which formed chunk of Indian army and other paramilitary forces for its defense purposes only. Though India a major country having population level second after China which may be crossed in 2025. Though it is a competing country having enshrined the religious parity to each religion in accordance to Articles (25 -29) of Indian constitution.
According to Ibrahim Lincon, a great philosopher and first president of the United States America who acclaimed the true definition of Democracy in this context" It is by the people, to the people, for the people". To which Dr. B.R. Ambedkar had given a special status while compiling the constitution of India. So he had marked some of the features of the constitution as rigid and fixed called basic features of the constitution which may not be changed. If there occurred any change in basic structure of the constitution there may be imbalance in the whole constitution aspects and it may rendered as useless.
Few of the ruling parties may have dared to alter the basic structure of the constitution through their cunning policy and a large vigor spreading all over the country is the clear-cut result is evident to us. And during such course of action, perhaps they have decreed to some of the basic features of the constitution by assigning a special status to the Indian Army over the will of common people through the border areas of Jammu and Kashmir. Such examples can be seen in J&K, where Indian Army enjoying extravagant powers where some cordial officers using it as misrule and oppression upon common voice.
More than 60000 pole are living in a linear set -up of topography along with border belt of Pakistan through Poonch, Rajoury, Jammu, Akhnoor, Chhamb, Samba, Hiranagar, Kathua, Loundi, Bamyal(Punjab) where almost people are living before the setting up of Indian Army and other para- military forces stations/bases/camps including cantonment areas. In other words we can assume that the people along such border belts are perching before the partition of India and Pakistan. So demography of their settlement patterns is of juxtaposed nature and their connectivity roads should flanked through the army areas at many of the places throughout the state. For their easy conveyance the said very particular roads connecting them to the N.H.1, N.H.2, etc are very pertinent for their routine works and any change may cause a heavy disturbance to the locals
But recently there in the J&K at some of the revenue villages across Indian Army cum belt forces are closing that very particular paths, roads and connectivity ways causing ultimate problems to the people. Due to which the conveyance problem had emerged at wide and large among many of the areas people critically.
Likely to be happened recently in revenue villages Katli & Ramnagar of samba district of J&K, which is established since before the 1947. As per revenue record there are big and ancient revenue village in the samba district but it is so unfortunate that fate of villages should remain at the selfish hands of some cunning leaders, whom for their indigenous gain or privilege ignored the rest innocent people vehemently. Whereas the total population is more than 7000 and authorized voters of the respective village is more than 1500 in approximate manners.
Similarly, a recent incident has happened among the village where its road connectivity from across the army cantonment region/camp has been suddenly stopped by some cordial and stubborn officials of the command. In spite of knowing the fact, locals have only &one way of connectivity towards N.H.1 for their routine work/ earning their livelihood. On the other hands the dramatic role played by the Indian Army of the Maheshwar Brigade by closing the basic road of the public by the time and again causing extravagant suffering to the common people. To which common people are alleging that few of the cunning people of the village along with some Gram- Pnchayat members have close connivance with the Army top officials to do so!
By doing so the violation of the locals in the fields concluded not in the civic or revenue, but it largely decree to the religious interests of the residents. Because there occurred a Shive Temple in the betwixt of Army Base/Camp ( Maheshwar) called as AAP Shabhu (Maheshwar). On whose suitable title the region surrounding have attained its name as Maheshwar all over the region. It is to be said that this very particular temple rests there since before the time immemorial and other establishments of the villages as well as Army base or camp have occurred there aftermath to it. And the religious sentiments of the residents have very close and sacred relations with it. The way which Army have tried to close is the one and main lead way towards this holy temple, so if any astray there may take place, a direct hit on the religious sentiments of the locals can be influenced to a large extent. In other words we can say that the locals may never bother to at any cost or risk!
Neglecting the role of common people in large Indian democracy is due to weakness of the ruling government and relinquishment of the peoples' will in vain by the dictatorship in the India, points out that it not beyond the Pakistan territory where almost decisions of the Forces overrules to the common peoples' welfare and policies. And such reasons may be beyond the cause of J&K imbroglio.
Some of the people of the village have views that few cunning locals of the village have close connivance with the top army officials of the Maheshwar Brigade to block their road, who in choice to alternate through their own land in order to enhance its monetary value even if rest locals may ruin or rest into hell. Therefore it necessary to take cognizance in these respects by the home ministry and other including state bodies for the garnering interests of the local that a clear cut direction should be paid to the Said Army Camp to cooperate to the locals.
Unless, the ruling governments at the centre and state will be clean sweep during next polls significantly. And present government at the center and state may take care of the common peoples' interests and gave them top priority than Indian Army comprising other para-millitary forces. |
