No takers of Govt's directives for calamities | | | Ishtiyaq Ahmad Early Times Report
SRINAGAR, Apr 8: It has been over seven months since the divisional administrations were directed to review the vulnerability and hazard risk management in each district, there has been no progress in this regard. In September last year, the government issued directives to concerned authoritative to assess the capacities to deal with the disasters and identify the gaps. However, it has been since seven months no progress has been made in this regard. "All those directives are confined to papers only. We are not sure whether these directives will be implemented or not," an official in Chief Secretary's office said. The official said that directives were issued after government took a note that there is lack of manpower and equipments in SDRF as its forces are not in a position to deal with any emergency at the time of any natural calamity. "Government directed the officials to empower the SDRF so that it could provide relief to the people during disasters," the official said. The official said that two battalions of auxiliary forces were converted into SDRF in 2012. However, its men have also been assigned other duties like security. As per the directives, the State Executive Committee (SEC) has to place funds at the disposal of departments, agencies, for utilisation as per SDRF norms. The divisional commissioners have been told to review the vulnerability and hazard risk management in each district. They have to assess the capacities to deal with the disasters and identify the gaps. "They shall conduct sample audit in respect of expenditures in each district and department in their respective divisions and furnish reports with their considered comments on quarterly basis through Financial Commissioner (Revenue), J&K for placement before the SEC," an official document reads. For the restoration of public infrastructure, the deputy commissioners as per the document shall sanction works for temporary restoration as per SDRF guidelines and norms. The divisional commissioners have been told to monitor the working of the district committees on quarterly basis to review the provisions under disaster management plans, and capacity building. Similarly, most of the announcements made post 2014 floods like dredging of river Jehlum, construction of new flood channel, and reconstruction of river Jehlum embankments have also been confined to paper.
