Early Times Report

Anantnag, Apr 9: Putting lives of innocent students to risk, a private school owner is running school from under-construction building in South Kashmir's Dooru area of Anantnag.
The building is coming up illegally with Municipal Committee Dooru and Revenue Department failing to stop the construction of building. A spot visit, found construction work going on and class work taking place in ground floor. The officials of School Education Department haven't visited the school despite being just two kilometers away from the Zone Office.
"The School owner is putting the life of children at risk by continuing heavy construction works. Any misadventure can take life of student as the construction work is going on and heavy shattering is being used to raise concrete structure," officials at MC Dooru told Early Times.
They said that the school owner isn't stopping construction despite being directed verbally and officially. "We have now decided to register an FIR against him for raising a huge structure without seeking permission from them," they added.
In 2016, the school owner moved application before the Executive Officer of Municipal Committee Dooru and sought permission for construction of residential house.
According to the documents, available with Early Times, Executive Officer of Municipal Committee Dooru later wrote to Tehsildar Dooru and sought land details from him and also No Objection Certificate, but the Revenue department didn't issue any NOC.
On 9-07-2018, Executive Officer of Municipal Committee Dooru served a notice to school owner and asked him to stop the construction work. On 19-07-2018, Sub Divisional Magistrate Dooru directed Naib Tehsildar Dooru to proceed on spot and stop illegal construction in contravention of Section 133-A Land Revenue Act, However the construction is going at full pace and both the departments have failed to stop the violator.
Officials at MC Dooru assured that they will initiate legal action against the violator for raising the structure without seeking permission and putting lives of students at risk by running the school in under-construction building. Director School Education Kashmir, Mohammad Younis Malik also assured that he will look into it.
