Facing corruption charges, Dr Nutan gets `Glory of India Gold' medal

Jammu, Apr 29: The conferring of "Glory of India Gold medal" on Dr Nutan K Resutra by a publishing house has completely undermined the veracity of the award with the revelation that a case of corruption is pending against the recipient in State Vigilance Organization (SVO).
A little known publishing house on internet, the Best Citizens Publishing House has reportedly conferred the award to Dr Nutan K Resutra, former Chairman Jammu and Kashmir state Board of School Education (JKBOSE) for his "so called" contributions in the field of Education.
But as per the track record of the recipient, vide FIR No. 11/2017 under section 5 (1) (d) r/w 5 (2) J&K P.C Act 2006, a case was registered in year 2017 at Police Station Vigilance Organization Jammu (VOJ) against Dr. Nutan Kumar Resutra then Principal Govt Degree College Udhampur on the basis of a verification conducted into the allegations that during his posting as Principal in the said college in the year 2010-12.
As per vigilance FIR, Dr. Resutra had spent more than Rs.10 lacs on renovation of his quarter in Udhampur College campus which otherwise falls under the purview of PWD (R&B) as PWD charges rent of all the quarters located inside the College campus on monthly basis.
During his stay as Principal Udhampur, he had floated quotation for different types of works which were purely technical in nature. Instead of executing the work through PWD (R&B), he by misusing his official position, charged higher rates for the different types of works and spent 23.13 lacs on 32 minor works which were executed departmentally on the basis of quotations.
"The comparative statements were certified by the committee members in a mechanical manner without any survey or application of mind. Neither the technical sanctions/estimates were obtained nor the bills/vouchers were technically verified. In addition to this, the mandatory service tax has not been deducted from the payments made to the contractors at different occasions. After the allotment of the works to the contractors, the CDRs were not obtained and PWD (R&B) was not consulted for the technical guidance. A loss to the tune of Rs.301,453/- on account of excess payment and non deduction of the tax has been caused to the state exchequer", the vigilance FIR reads.
Moreover, since the registration of FIR by Vigilance organization Jammu in 2017 and after the lapse of over two years, the Organization has failed to grill Dr. Resutra in the corruption case, allegedly due to some political interference or some settlement between the officials of the Organization.
"Since his involvement in corruption case, his posting as Chairman of JKBOSE was widely criticized and a case was also filed in High Court to remove him from the coveted post for being corrupt", sources revealed, adding that now he has been conferred the award, which raised the veracity of the award.
"So far even Vigilance organization has not given him clean chit but how an officer, against whom cases have been pending could be adjusted as best citizen", an officer said, adding that if such would be the criteria than the judges of the award committee as well as organization was questionable.
