Huge Diplomatic win for India
5/4/2019 11:08:46 PM

Omkar Dattatray

And finally India has won in the international arena as United Nations Sanctions Committee has listed Masood Azhar Chief of Jaish-e-Mohmmad terrorist organization as a global terrorist. It is the victory of not only India but is also triumph of the international community against the fight for terrorism. Declaration of 'Masood Azhar as the International terrorist' is a big diplomatic breakthrough and win for India which has been relentlessly perusing this subject and was engaging with China and other world powers in this regard most particularly from last few months but generally from last one decade. The listing of Masood Azhar as a global terrorist was made possible as China has lifted the technical hold on the listing of this terrorist. Listing of Masood Azhar as the international terrorist is the vindication of India's stand and is the indicator of the success of India's foreign policy. It is the result of the Prime Minister Modi's continuous engagement with the China and other superpowers which culminated in the listing of this dreaded terrorist as the global terrorist. The listing will lead to seizure of his properties and assets, ban on his travels abroad and will also lead to his arrest and prosecution for his involvement in the terrorist acts in India and the other countries. But given Pak's policy that country is unlikely to handover the terrorist to India for facing prosecution as per Indian law for his involvement in the heinous terrorist acts In India. But then Pakistan will be under pressure to arrest and prosecute Masood Azhar. Therefore Pak establishment will have no option but to arrest and prosecute Masood Azhar whether that country likes it or not. But India should maintain and exert pressure on Pakistan through international community to handover Azhar to India for facing trial in India under its laws. In what can be seen as a massive diplomatic victory, terrorist Masood Azhar has been listed as a global terrorist by UN Security Council. China lifted its hold on the listing of Jaish Mohammad chief Masood Azhar as a global terrorist by United Nations. After four failed attempts Masood was finally designated as the global terrorist. Listing of Masood is the result of India's diplomatic efforts. It is the Jaish-e-Mohammad which has claimed responsibility for Pulwama terrorist attack in which more than 40 Indian army men were martyred. On earlier occasions China had blocked Masood Azhar's listing as a global terrorist but now china has lifted its technical hold on his listing as a global terrorist and this paved the way for blacklisting Masood Azhar as a global terrorist. India has no ideological conflict with China but has some border disputes with that country and that cannot be solved overnight and it will take more time. But today China's lifting the hold on Masood Azhar's listing as a global terrorist is the vindication of India-China relations, engagement and the realization by the big brother China of the consequences of not lifting the hold. Listing of Masood Azhar is good news for India and the international community. Masood Azhar is the founder and leader of the terrorist organization Jaish-e-Mohammad active mainly in Pakistan administered Kashmir. Pakistani authorities took him into protective custody after the Pathankot attack in India which was widely reported as an arrest. Masood founded the terrorist organizations Jaish-e-Mohammad and Harkat-ul-Mujahideen. In fact, India's efforts to ensure that Masood Azhar is listed under the UN security council's counter terrorism sanctions bore fruit as China lifted its hold on the proposal to blacklist him under UNSC sanctions committee. He is said to have spearheaded four major attacks carried out by JeM in India. These include 2001 Indian Parliament attack, the 2008 Mumbai attack, 2016 Pathankot attack and 2019 Pulwama attack. In 1994 Indian officials arrested Azhar in Khanabal near Anantnag, he was travelling under a fake name. In July, 1995 a group of people who called themselves Alfran demanded release of Masood Azhar in exchange of five kidnapped passengers. In December, 1999 Masood Azhar hijacked Indian Air lines plane and took it to Khandhar and he was released along with other terrorists in exchange of safe release of passengers by NDA government headed by A.B Vajpaye. France, U.S.A and U.K have welcomed the decision of UN Security Council and called it a big victory for India and International community. In fact it is triumph of Modi government and its efforts. China defends blacklisting of Masood Azhar as the global terrorist and says that China disapproves of Islamic terrorism. UN's sanction committee decision came after China which had blocked the proposal four times in the past lifted its hold decision following global pressure mainly from France, U.K and U.S. Pakistan tries face saver after Azhar's UNSC listing. PM Modi called Masood Azhar blacklisting as a global terrorist a big victory in our fight against terrorism. According to Foreign Ministry of India, the decision is in accordance with India's position and in tune with information that India has shared with the members of the sanctions committee regarding the matter. Pakistan says it will immediately enforce sanctions imposed on Masood Azhar and said it agreed to his listing as a global terrorist. In fact, the listing of Masood Azhar is an empathic win for India and its fight against terrorism. Hours after the UN move, the Pakistan media quoted the country's foreign office saying that it will "immediately enforce UN Sanctions" imposed on Azhar. Sharing this news India's permanent representative and Ambassador to UN Sayeed Akbaruddin tweeted "big, small, all join to list Masood Azhar" and it is a big win for India. He expressed gratefulness to all for their support to India's stand. The proposal to designate Azhar under the 1267 Al Qaeda Sanctions Committee of UN Security Council was moved by three permanent members of the Security Council namely France, U.K and U.S in February 27. It was the fourth attempt at U.N in the last ten years to list Azhar as a global terrorist. Azhar will be subjected to assets freeze, travel ban and arms embargo. PM Modi said that it is a big success for India and expressed his view as 'der aye, durust aye (better late than never). Anyway blacklisting of Masood Azhar by the UN Security council is a big diplomatic victory for India and its stand on terrorism.
