Guns may not fall silent during the month of Ramzan

PDP Chief and a former Chief Minister, Mehbooba Mufti, has appealed to militants to drop the idea of derailing peace through the month of Ramdhan when peace was needed to allow people to observe fast. But neither the separatists, nor the militants nor Pakistani Army may listen to the PDP Chief's appeal. Even the Centre is not considering any proposal to announce a Ramzan ceasefire in Jammu and Kashmir this year, it is learnt, as it does not want a repeat of last year when the ceasefire by the security forces had spawned a fresh phase of violence. Last year's experience is fresh in the mind of people an d the security forces when the security forces declared ceasefire which was misconstrued by the militants as a sign of weakness on the part of the security forces. The Centre did not want to put brakes on the anti-militancy operations, though it would respect the sanctity of the month of fasting commencing on Monday or Tuesday, depending on the sighting of moon.
Citing last year's experience, sources said the militants did not reciprocate the government's gesture and continued to indulge in violence. In fact the number of incidents of violence was more than earlier than the fasting months. This way militants and their patrons, separatists, do not listen to the Government's truce. Even the Army is Pakistan may not act on the ceasefire declared by the Indian security forces because they believe that what is the guarantee for keeping their guns silent. "Against the backdrop of that bitter experience, the Centre has no proposal to repeat the mistake, as it took a lot of time for the forces to achieve the pre-Ramzan level intensity of the anti-militancy operations," sources said,
They cited instances of the killing of noted journalist Shujaat Bukhari and soldier Aurangzeb. "These incidents and repeated attacks on security forces proved that militants had no intention of reciprocating the peace gesture." If Pakistan Army declares ceasefire it may, according to their senior officers, may boomerang on the border. And the Army in Pakistan does not want to restore peace in the valley. Yesterday, PDP president and former CM Mehbooba Mufti had urged the Centre to announce a ceasefire for the month of Ramzan. She had also appealed to the militants not to conduct attacks. Within hours, militants gunned down BJP leader Ghulam Ahmad Mir in Anantnag. This is the response from militants to her appeal. This way the centre is in no mood to listen to anybody wishing to experience a stage during the month of Ramzan to allow troops to ceasefire their operations.
