Poll duty: 1-month salary released sans HRA in Baramulla

SRINAGAR, May 22: The government employees from Baramulla who performed their duties in conducting of Panchayat polls have finally got one month additional salary but without HRA, while there are reports that other districts of the state have got the additional salary including HRA.
There were clear directions from the government that whosoever will perform the duty on account of Panchayat elections, he or she will be paid one month additional salary.
"Despite many challenges, we performed our duties during Panchayat polls, but to our surprise, the District Election Officer Baramulla has not released our House Rent Allowance (HRA)," said an employee.
"We have learnt that all the employees in 21 districts have received the full one month additional salary including HRA, but ours is the only district where employees have been forced to move from pillar to post," he said.
One of the members of Lecturers Forum said that almost Rs 5000 has been deducted from their salaries and there are hundreds of employees who have performed their duties.
Meanwhile, sources while quoting the order as having said that recently the Finance department released funds for one month's additional salary on account of election.
Vide OM NO: FD-VII-10 (01) 2001, dated 09-05-2019, the order-cum-notice reads that in reference to Chief Electoral Office letter, the Finance department conveys authorization to release of Rs 210,28,58,543/ (Rupees Two Hundred Ten Crore Twenty Eight Lakh Fifty Eight Thousand Five Hundred Forty Three only) as additionality in favour of Chief Electoral Officer, J&K, under major head 2015- Election, Minor Head 102- Electoral Officer Below Sub Head 0493-Chief Electoral Officer, J&K .
The order also said that the funds stand released through BEAMS application and same shall be booked in terms of government order No: 1789-GAD of 2018 dated 20-12-2018.
However if sources are to be believed, the budget allocation of HRA on account of election salary to 18 educational zones of Baramulla district was not released.
All other departments of district have received the budget allocation for same while as there are various educational zones of Baramulla district that have not received the budget allocation on account of election salary yet.
The employees have demanded that their HRA must be released without any delay, otherwise they will boycott the forthcoming elections in Jammu and Kashmir.
