Chief Secretary in this regard also issued directions to all administrative secretaries vide circular No.As/GAD/mtg/ 2019/54-77dated 02-4-2019 to regularize all incharge officers up to 30-4-2019 and clear all pending vig. clearances but it is regrettable that no action has been taken till date by the department to provide justice to all incharge cadres.
