Detach Kandi belt patwars from Basohli constituency
6/23/2019 11:41:14 PM

Shiv Kumar Padha Basohli

The people of Jammu and Kashmir have hailed the decision of the new union Home Minister for framing the commission for redrawing Jammu and Kashmir legislative assembly borders in which delimitation will include redrawing the scope and size of constituencies and determine the number of seats for the SCs. Delimitation was a long pending issue of Jammu and Kashmir. The purpose of the delimitation is aimed at removing the inequity, anomalies, regional disparity and to act as a succor for the suffering people of jammu province. It also aims at providing representation to all the reserved categories in the state assembly. Since the delimitation process is on the cards, It becomes the moral duty of the suffering population of Basohli to highlight the problem for its viable solution once for all. Basohli is the only constituency in the state which tempts every outsider politician to contest election from there. Only the name of Basohli is sufficient to salivate the politician eager to grab the constituency in the elections. It pains to say that the politicians from other constituencies namely from Kathua tehsil have been representing Basohli in the legislative assembly for the last six decades. This is the reason why did the whole Basohli constituency suffer under the yoke of such politicians who instead of owning, made it their colony and an instrument of their successive victories. Some, so called, political stalwarts and iconic figures of Jammu and Kashmir politics hijacked the constituency and made its voters the hostages forever by tailoring the Basohli constituency in such a way which on the one hand blocked the way of Basolites leading to the state assembly and on the other facilitated their own victory in the elections without any resistance from the localities. For making the Basohli constituency their ancestral property and game changer during every election they managed the attachment of 12 patwars, 28 polling stations and 25 highly populated villages of Kandi belt falling under Kathua tehsil with the Basohli constituency. For their personal aggrandizement they snatched the opportunities of contesting the assembly elections from the local youngsters by pushing them to the wall forever. Out of the period of seven decades after independence only three local MLA's namely Sh. Mahesh Chander (p. Parishad ), Sh. Mahnt Ram Sharma (Congress) and Sh. Jagdish Raj Spolia (BJP) could represent Basohli constituency for 10 years only. If we compare the development of Basohli constituency with its counterparts in the state we find it far behind in the field of development employment, education, health care, basic amenities, industries, agriculture and handicraft. The most important factor considered responsible for the progress and development of a constituency depends upon the sympathy, sincerity, and belongingness of the persons representing it. The politicians from other constituencies, who diluted the Basohli constituency by joining the thickly populated parts of the Kathua constituency with Basohli fraudulently, not only raised barricades in the way of the local youth leading to LA assembly but deprived them of their fundamental right of contesting elections, because the new voters always proved the king makers and the game changers for out siders every time.
The people living in Jammu and Kashmir have witnessed unprecedented development of those places which were once considered as inaccessible even for the animals and the birds. These places have been very easily developed by the political and individual commitment of their local representatives. Even six decades after independence the natives of the constituency are reeling under illiteracy, poverty, unemployment, lack of connectivity, lack of health and medical facilities, shortage of power and drinking water supply.
Thereare no poverty eliminating schemes, parks, play grounds, small scale industries and skill development programs for the youth in the constituency because the MLAs who didn't belong to the constituency never bothered about it. The patwars and villages of Kandi belt of tehsil Kathua have been deciding the fate of the Basohli constituency in the past and is still considered as the game changer/king maker in the state. We often exhibit pride of being the biggest democracy in the world but who knows that there is still a constituency Basohli in Jammu and Kashmir which is hijacked and its voters are made hostages by the powerful, criminal and influential political leaders for their personal benefit. It is, therefore, prayed before the delimitation commission to amputate the useless part from Basohli constituency and pave the way foer the local youth to contest the LA election without any fear. Now the ball is in the court of the delimitation commission, it is upto the commission to dethatch 12 patwars, 28 polling stations and 25 thickly populated villages of Kandi belt from Basohli once for.
