J&K Assembly elections not required at all at the moment
R.B. Suri6/27/2019 11:21:36 PM
The Parliamentary Democracy system of governance in India is of very much importance indeed. It worked successfully in rest of all the states of the Indian Union since 1950 except J&K. All the states of the Indian Union have progressed well and contributed a lot in strengthening of the Indian economy and overall development in the country. In Jammu and Kashmir particularly it has not delivered the goods properly rather the democratic Rulers of the state- Abdullahs and Muftis have mishandled the affairs of the state for making the state as the Dynasty of the Abdullahs and Muftis thereby totally sidelining the people of the state resulting which this sensitive state has landed to the present ugly situation after 1989. The people of the state are generally illiterates and poor economically and need the support of the State Government both financially and in kind too. They too need the fair treatment on the equity basis but it has been witnessed in the past that the Abdullahs and Muftis have nourished their kith and kins at their cost and had allowed them to suffer a lot due to their misdeeds and actions. In fact, the Rule of Law never prevailed in this sensitive state and their remained a Jungle Law all over in the state. On the contrary, instead of making the contributions, J&K has added fuel to the fire in weakening the Integrity and the Sovereignty of the country.
It is very unfortunate that the Rule of Law never prevailed in the sensitive state of Jammu and Kashmir. Due to the wrong policies of the Dynastic Rules of Abdullahs and Muftis as also their Pro-Separatists and Hurriayat Amalgamation approach adopted by them have actually vitiated the peaceful atmosphere in the state. Not only this, their appeasement policy towards the Pro-Separatists and Hurriayat Amalgamation has brought the state at this juncture where the state has attained the volcanic state from where it is not so easy to restore the peaceful and calm atmosphere in the state. Both Abdullahs and Muftis governed the state as per their whims and wishes without caring for the Central Government and the people of the state as well. On the contrary, in Jammu and Kashmir there prevailed the Jungle Law all over in the past. The Central Government is equally responsible for the same as it had never dealt the issue of Kashmir not so seriously but rather handled it mindlessly in the last seven decades. Instead of controlling Kashmir with the firm hands, it further allowed to deteriorate the calm and peaceful atmosphere in the Kashmir valley. The people of the country want an answer from them on this score. It is pertinent to mention here that the time is a great healer always, it had given many opportunities to defuse the Kashmir tangle once for all in the past which the Central Government could not avail due to the non serious approach to the grave issue involved. Right from the beginning after the nation attained the freedom from the Britishers more than seven decades back, the Kashmir centric leaders were having the all out sympathies for Pakistan and they went on promoting the anti national elements in the valley against the Indian set up. They caused the massive damage to the Integrity and the Sovereignty of the nation and acted as the stooges of the enemy in spreading the hat redness against the countrymen. During the intervening period Unilateral Ceasefire announced by the Central Government in 2017, the terrorists and the pro PAK Hurriayat Amalgamation consolidated much and remained hecticly busy in devising the new strategies for causing the mass killings of our Jawans for their petty interests in the name of so called AZADI. The Kashmir centric leaders time and again pleaded for the resolution of Kashmir problem politically but I am of the firm view that it cannot be tackled politically. It can be solved militarily only. The countrymen have the full faith over the Indian forces who can take the things to the logical conclusion once for all. The Central Government made the inordinate delay in giving the free hand to the Indian forces in dealing with the things independently. The BJP leadership of the State and the Centre, at the cost of the nationalists Jammuites, have committed the sin in entering into an unholy alliance with the pro PAK political party of the state PDP in forming the Coalition Government in Jammu and Kashmir.
Not only this, BJP too had contributed a lot in the misdoings by the State Government under the Chief Minister ship of Mehbooba Mufti thereby endorsing the same. The rehabilitation policy launched by the then Chief Minister Mufti Mohammed Sayeed after coming to power in the state based upon the Agenda of Alliance, failed badly and this appeasement policy of the state towards the militants created the present bad situation in the valley. The state of Jammu and Kashmir is passing through a crucial stage after 1987 and the Kashmir region is presently in turmoil due to the eruption of militancy particularly after 1989 and the pro Pak elements, Terrorists, Separatists and the Hurriayat Amalgamation are enjoying the patronage of the two regional political parties of the state - National Conference and PDP, over the civil administration and had all the free field to operate upon in the valley fearlessly without any restrictions in giving the tough resistance to the security forces of the country and the political stalwarts of the country are applying the brakes to these actions for their vested interests to remain in power. PDP had dominated the Coalition Government and succeeded in releasing all the stone pelters and also withdrawn all the cases against them and whereas BJP failed like any thing in respect of the with drawl of the cases against people of Jammu who took part in Amarnath andolan in 2008. It was very painful that the Rulers at the Center acted very lightly in Kashmir valley just for their own interests instead of the national interests and caused the severe damage to the national security. Needless to mention that according to the various political experts, the present conflict in Kashmir Valley is very grave in nature. The root of conflict between the Kashmiri insurgents and the Indian government is tied to a dispute over local autonomy[8] and based on the demand for the self-determination. After the exit of the State Government led by the pro militant political party PDP led by the Chief Minister Mehbooba Mufti up to June this year, the people of the state had a sigh of relief from the Governor's Rule. The coalition Government of BJP and PDP was playing with the lives of the innocent people of the state. During the Dynastic Rules of Abdullahs and Muftis, Police, Fake PRCs, Illegal and Backdoor Recruitment Scams occurred in the state and the orders of Inquiries were issued but all in vain as the findings of the various probes had never come in the public domain as on date which is a serious concern for all of us.
Presently, the Governor's administration led by the competent Governor Satya Pal Malik us picking up the threads and trying its hard to put this state back on the rails once again in the very interests of the Integrity and the Sovereignty of the country. The state of Jammu and Kashmir has witnessed many ups and downs in the past as it was being managed by the dynastic Rules of the Abdullahs and Muftis since 1975 after the Indira-Sheikh Abdullah Accord. Many a pro people steps are being initiated by the the Governor's administration led by the competent Governor Satya Pal Malik in the state and in view of the same let the Governor Satya Pal Malik should go on ruling the state for another two years or more to put the state back on the rails once again. The Assembly elections which are due in the state be deferred for two years more in the very interests of the people of the state. There should be any hanky panky in this score and the Election Commission of India (ECI) should concentrate on the elections in other states in the country which are due at the moment. There are conclusive evidences that his administration is quickly managing the affairs of the state with a dedicated team of the officers of the State administration under the expert guidance of the four Advisors and the Chief Secretary as well. Whatever is being done by the Governor's administration for the welfare of the people of the state is coming into the print and electronic media by way of the broad adds of the State Government in the news papers-Jammu and Kashmir Government's New Vision- New Horizon- Towards Empowerment for All.Towards 24x7- Power for All, BIg Boost to Social Infrastructure- Health for All, Building Better Urban Infrastructure and Governance at People's Doorstep ?
The Competent Governor Satya Pal Malik stated last week only that his government is determined to wipe out the militancy in the state totally and it is his endeavour to reach the people of the state in the villages and the Panchayats itself in order to strengthen the Panchayat Raj system in the state. The senior officers of his able administration are visiting the people at their doorsteps up to June, 27 in order to give a new push to the planning and developmental efforts at the grass root level.
From seeing all this, one can reach at this conclusion that the Governor Satya Pal Malik seems to be determined fully to bring a sea change in the governmental set up in the state. Therefore, his continuance in this sensitive state is must as the people of the state feel that there is a Rule of Law in the state instead of the Jungle Law which the people had witnessed during the Rules of Abdullahs and Muftis.
J&K Assembly elections are not required at all to be conducted at this juncture by the ECI as the visible signs of relief and the peace initiatives have already started in delivering the goods to the people of the state under the Rule of the Governor Satya Pal Malik. J&K Assembly elections are considered to be the least priority for him at the moment.
If the J&K Assembly elections are ordered at the moment, there are again 100 percent chances the again the Abdullahs or the Muftis will grasp the power in the state resulting which there would be once again "Bholbala" of the Separatists and the leaders of the Hurriayat Amalgamation as both Abdullahas and Muftis have the soft corner for them, The situation demands, under the prevailing circumstances, that that there should not be any J&K Assembly elections in the state for atleast two years and let the competent Governor Satya Pal Malik Rule the state for atleast two years or more. It is very much desirable to go with the President Rule instead of the Democratic Rule in the state in the very interests of the Integrity and the Sovereignty of the country.
