JAMMU, July 8: The Governor's administration has struggled to undo the wrongs committed during coalition government in Agriculture Production department wherein some influential engineers continue to occupy the posts meant for Agriculture officers.
Sources in the Agriculture Production department revealed that though there were some designated posts for the Agriculture Engineers, enjoying official patronage some influential officers have been managing the posts of their choice.
In 2012, the Agriculture Production department had sanctioned some posts of Agriculture Engineers for Director Agriculture Jammu office, which included three posts of Assistant Soil Conservation Officers Engineer (one each at Poonch, Kathua and Command Area Development Jammu), three posts of Assistant Engineers (one each at Seed Processing Plant Jammu, Agriculture Engineering Workshop Udhampur and SM Farm Chinoore), one post at Agriculture Engineer Workshop Talab Tillo, Jammu, two posts of SMS Farm Machinery II (one each at workshop Doda and workshop Rajouri), and four posts of SMS Farm Machinery III (one each at Agriculture Workshop Jammu, Agriculture Workshop Udhampur, SM Farm Chinore, and CAD Jammu).
Officials working in the department informed Early Times that though these were the designated posts for Agriculture Engineers, they have occupied the posts of Agriculture Officers, who have been forced to shift at far flung areas, despite having availability of the posts.
"Six Agriculture Engineers have occupied the posts of Agriculture Officers in total violation of rules. These officers included an officer posted as ASCO RRD-CAD-Jammu, while another Engineer is also posted as ASCO-CAD-Supwal," said sources.
They further said in CAD Jammu, there is only one post for Agriculture Engineers but two Agriculture Engineers have been posted, and have occupied one post of Agriculture Officers. "One influential engineer has a longed stay of 8 years in CAD Jammu and despite repeated submissions by Agriculture officers, he is yet to be transferred to his own post", sources alleged, adding that another Agriculture Engineer has been posted as ASCO-I&P Jammu.
The post of ASCO-I&P Jammu, is the post meant for Agriculture officers but occupied by Agriculture Engineer while another engineer has been posted as ASCO Akhnoor, which is again a post for Agriculture Officers.
Two more engineers have occupied the posts of Agriculture Officers and these include an Engineer posted as ASCO Rajouri and another posted as ASCO-Doda.
Sources further disclosed that the posts were meant for Agriculture Officers but they have been posted to hold junior level posts due to their posts, occupied by influential Agriculture Engineers.
"Earlier when we had called on Secretary to Government Agriculture Production department, he had agreed to transfer their officers to their original posts after the removal of Model Code of Conduct (MCC) but after lapse of over one and half month, no such action has been taken by administration, due to reasons best known to the officials", they alleged.
