PMGSY accused of flouting norms, using poor material

Anantnag, July 12: In what appears to be a gross violation of norms, the Pradhan Mantri Gram Sadak Yojana (PMGSY) department hasn't only failed to supervise the construction works on Wapzan-Sirhama road in South Kashmir's Anantnag district but has allegedly given freehand to the contractor who, according to the locals, is using substandard and unapproved material in the construction of road.
Locals alleged that contractor is executing the works in his own way without bothering about the quality and beautification.
"At some spots he has started macadamizing the roads without constructing the drains and retaining walls," they said.
They alleged that the contractor was violating the basic parameters of engineering while constructing the lanes, drains, retaining walls, culverts and abetments of the bridges on road.
Locals also alleged the laying the contractor was using bad quality Wet mix macadam. "PMGSY was given them a freehand. Right now he is macadamizing the road but no official of the department is present," locals told Early Times.
They sought immediate intervention of Jammu and Kashmir Governor and higher officials of PMGSY and district administration.
Locals said that the pace of executing works in very low and department has failed to grill the contractor as he has dug the existing road which not only troubles transporters but locals and passengers as well.
A spot visit found also contractor executing the works badly. When this reporter took up the issue with the Executive Engineer PMGSY Anantnag, he assured action.
Few hours later, Junior Engineer PMSGY Anantnag shared a video with this reporter showing A JCB machine lifting back Wet mix macadam.
Well placed sources told Early Times that the firm that was allotted the contract of constructing road has subleased works to number of contractors.
They said that subletting which is against the norms is also affecting the quality of works as well.
