KISHTWAR, July 19: An RTI activist from Marwah who is facing threat from former BDO Marwah (now attach in the office of Director RDD Jammu) has requested Director Anti Corruption Bureau to probe into the mass scale bungling and embezzlements in the RDD Blocks of Marwah and Warwan.
As per the details available with "Early Times" RTI activist Abid Hussain Lone filed a complaint with Director Anti Corruption Bureau on his email address with "Multi crore embezzlement/misappropriation and bungling under several schemes by RDD block Marwah (Kishtwar District" and Harassment to information seeker" as the title of the complaint, the digital copy of which is available with "Early Times".
In his complaint, RTI activist requested Director ACB to get FIR registered against BDO Marwah (Kishtwar) for harassment to complainant and non compliance to the Final Order of SIC Jammu by non furnishing, denying, refusing and hiding information /particulars under J&K RTI Act 2009-which is violation of RTI Act sections and contempt of quasi-Judicial Court /Authority.
He stated that since multi crore embezzlement/misappropriation and bungling under CDF, BRFG, MPLAD, MGNREGA, SBM, SDRF, IAY, PMAY, IHHL, 13FC ,14FC, Ruler Sanitation, Road Plantation etc in Block Marwah by RDD officials and request for conducting thorough enquiry under code of Criminal Procedure Samvat, 1989, Prevention of Corruption Act , Samvat, 2006 and RPC sections against the culprits, mostly family members of the Ex BDO who are also the employee of the RDD department or act as vendors and urged the ACB Director for issuing necessary directions to suspend /stop the further payments /paper works/treasury drawls till the disposal of complaint.
Speaking to "Early Times" Abid Hussain Lone said that there is immediate need to probe into misappropriation of funds and open loot of financial exchequers meant for the development through various public schemes-both centrally as well as state government through RDD department.
He said that keeping in view of the frauds committed by said department in all the 12 Panchayts of Marwah Block as well as in adjoining Warwan block, the RDD employees accumulated huge movable and immovable property added that village level workers, Junior Engineers , BDOs, vendors, Ex Sarpanches, Sarpanchs were involved in open loot and had become millionaire over night during short span of services.
He said that he sought certain information w.e.f 2014-15 till 2017-18 with regards to several developmental schemes shown executed in the area under J&K RTI Act 2009 from PIO i.e BDO Marwah on 07/11/2017 who failed to provide information within stipulated time period added that accordingly he filed first appeal before FAA i.e ACD Kishtwar who after conducting several hearings, his appeal was disposed of on 31/05/2018 vide no :ACD/K/RTI/2017-18/ 277-279 with directions to PIO BDO Marwah to provide information to appellant within week time positively but still BDO Marwah did not furnish information as asked in RTI application.
Then he accordingly knock the doors of State information Commissioner Jammu who even directed him to provide the information to him and the commission also observe that there has been non seriousness by respondent and also non compliance to quasi judicial institute of SIC and also reflects misappropriation of governemnt funds and fictitious paper work in their execution process.
