JAMMU, Sept 20: The wrong doings of the previous governments and rulers in Jammu and Kashmir are getting exposed with each passing day, making people to drop their jaws over the incompetence these so called rulers have exhibited when the situation demanded from them to be sane.
A letter shot in August 1975 to then chief minister of Jammu and Kashmir Sheikh Abdullah by Central Flood Committee Jammu and Kashmir had warned him of the devastating floods that would occur in valley in future and measures to tackle the same but Sheikh paid no heed to the repeated pleas of the experts.
Early Times is in possession of that historic letter that was shot on August 12, 1975 by the Central Flood Committee of Kashmir to then chief minister and NC founder Sheikh Abdullah. The letter mentions in detail the ground research conducted by the team of engineers about the flood prone areas and the necessary measures, if taken, would end the flood menace for times ahead. The draft also contains vital surveys and remedies to avoid repeated flood threats. Emphasizing to save Srinagar from nature's fury, the letter written to Sheikh Abdullah clearly mentioned that if concrete steps are not taken at an earliest, Srinagar would be the first target of next floods in Kashmir valley.
Drafted at that time by the valley's renowned academician Late Professor Ghulam Qadir Bhat who also acted as the chairman of the Central Flood Committee, mentioned in detail in the letter to then Chief Minister Sheikh Abdullah that floods in future could be controlled by the construction of supplementary channel which will pacify the flood threats in southern zone of the flood affecting areas from Anantnag upto Padshahi Bagh.
The experts mentioned in the letter further that the span of the flood channel may be widened and its bed may be deepened enough so that the volume of flood waters beyond the capacity of the Jehlum may flow through it.
The letter also intimated the government about the interim arrangements it should make for the control of the floods. "Protection of area beside or at little distance from the Jehlum from Pampore upto Pati Padshahi bagh by raising a part of Lasjan Bund and by constructing a new bund. Protection of the entire area from Nowgham bund which is hardly one third of the area encircling Lasjan and by relaxing the bund only as there are possibilities of the safety due to its favorable location. The safety of the area against recent two attacks of floods, upholds its safety against floods even in future. The village at Nallah Nowgham Bund or Kursu Padshahi Bagh, Char gund, Gund Chnadal, Nowgham, Methan, Naik Bagh, Channapora, Nati pora, Khar Bagh and Ram Bagh. The new housing colonies of Nati Poara and Chanapora and besides the left bund of the flood spinal channel also fall in the said areas. Moreover the area will provide the space for balanced expansion of the city Srinagar for years to come."
The flood Committee also recommended that the Nowgham road leaving to Kanihama may be raised to serve as road and the embankment for the basin at the most. It maintained further that the village nearing Kandizal and located at higher altitude on the other side of the basin in the most needs protection with Marginal bunds wherever necessary as they cannot escape from the flood water pounding in the basin from Kandizal. The nambals under plantation are to be reserved for the basin and also the areas of other villiages which are unavoidably essential for the basin due to their proximity to Kandizal. It stated further that compensation may be paid more or less to the people whose agricultural crops falling within the basin will be damaged by the floods henceforth as they have also right to live like others lawful citizens. "Another outlet may be constructed from the basin upto the Jehlum in view of the another distance from the basin upto the river, land involvement technical and other cost consideration."
