Jammu gets face-lift ahead of first Darbar Move post Abrogation of Art 370 | | | Early Times Report
JAMMU, Oct 6: Streets in the winter capital are getting a customary makeover and traffic department has started a process of erecting new road dividers besides regulating vehicular movement ahead of first Darbar Move offices post Abrogation of Article 370 to reopen here on November 4. Government of India on August 5, abrogated Article 370 and bifurcated Jammu and Kashmir State into two Union territories Jammu and Kashmir and Ladakh. "The offices to close in Srinagar on October 25 and reopen on November 4 here with ceremonial guard of honour by the Governor Satya Pal Malik," official sources in the administration here said. They said that Malik will be visiting for the first time to the winter capital with Darbar Move after the revocation of Articles 370 and 35A. The government machinery, after virtual slumber for six months, seems to have woken up as labourers work hard to give a new look to roadside railings, footpaths, roads and dividing lanes. Apart from the streets, official bungalows and employees' quarters are also getting facelift for the bi-annual event. Divisional Commissioner, Jammu Sanjeev Verma inspected various residential quarters and took stock of arrangements being made for annual durbar move and asked the Estate department to further gear up men and machinery for timely completion of all repair and renovation works on these residential quarters for move employees. He also took stock of power, water, sanitation and other services and directed the concerned departments to execute repair and face lifting work expeditiously. Inspector General of Police, Jammu Zone Mukesh Singh reviewed law and order situation and security arrangements ahead of opening of Darbar Move here. The Jammu Zone Police Chief briefed the participants about the scheduled dates of movement of employees and record from Srinagar to Jammu and need to maintain utmost vigil so that the entire process is completed in a peaceful and secure manner. He also briefed the officers about the elaborate security plans which are required to be taken in the winter capital in view of operation of Secretariat from Jammu for the next six months. Various challenges which are likely to be faced in the winter capital of the state were discussed in a threadbare manner. Singh also held a detailed discussions on various issued raised during the meeting and following directions were given to the participants like to take elaborate security measures in the province especially in District Jammu including Border area in view of the present security scenario of the state. To ensure adequate police security and Law and order arrangement in and around Civil Secretariat and Raj Bhawan, Jammu, adequate security arrangements on all the three VVIP routes likely to be used by Governor from Raj Bhawan to reach Civil Secretariat here. SSP Traffic City Jammu was directed to co-ordinate with the SSP Jammu and workout a joint plan of Jammu city to sort out the problem of traffic jamming in Jammu city as well as parking of vehicles on Governor routes. "Identify all vulnerable points and make adequate deployment to plug these points to prevent an untoward like incident," said the top cop. Meanwhile road leading to the Civil Secretariat will also be closed ahead of opening of Move offices for security reasons, said an official. Around 10,000 employees and truckloads of the office records have to undergo the bi-annual move exercise as part of more than a century old practice. The trend of shifting State secretariat from one state capital to another has been going on in the state since 1872, the era of Maharaja Ghulab Singh and devours crores of rupees from state exchequer every year. The State Road Transport Corporation authorities have been directed to make adequate number of buses available for the employees moving to Jammu while it has been asked to make trucks available for carrying official records to the Winter Capital. The practice of shifting the capital city from Srinagar to Jammu during winters and vice versa was started by Maharaja Ranbir Singh in 1872 to escape the extreme weather conditions of the twin capital cities. The practice costs the state exchequer an estimated Rs 20 crore every year. |
