Early Times Report
SRINAGAR, Oct 19: In a major development, the government has decided that students in private schools have to pay the tuition fees for the times of shutdown.
The schools in Kashmir are shut since August 5 following the revocation of Article 370 and bifurcation of the state into two union territories.
However, the government has decided that there will be no waive off of tuition fees to students.
"The students have to pay the tuition fee of the August and September month because the schools also have to pay salaries to the staff," a source privy to the development, said. "But the schools can't charge the transport fee to students," the source said.
The decision in this regard was taken on Friday at a high level meeting in Srinagar.
Earlier on October 17, the Divisional Commissioner, Kashmir, Baseer Khan had directed all the deputy commissioners to ensure that no student shall be charged with tuition and transportation fee. "But now the decision has been taken that there is no waive off of tuition fees," the source said.
The government in the last week of August had announced reopening of primary schools following high and higher secondary education institutions in the valley.
The government has already announced the date sheets for examinations of various classes starting by the end of this month.
Meanwhile, to keep an eye on student activities, the Kashmir administration has decided to depute magistrates in educational institutions and to make CCTV cameras operational in schools and colleges.
"Officers of the colleges shall be earmarked for manning the entry at the main gate along with civil offices to be nominated by district administration. Heads of departments shall assign the function to different faculty members for smooth operations of proceedings in the high schools, higher secondaries and colleges," a government order reads.
It reads, "The SHO concern shall be made part of the machinery to check the modalities with the school administration. Liaison officers shall be nominated by the HSS’/ colleges and their phone numbers should be provided by this office through DCs for its activation so that proper liaison is kept with district administration and police."
"The heads of institutions shall ensure the functioning of already installed CCTV cameras and wherever no CCTV cameras are installed, the HoDs shall put requisition to Director School Education/ Director Colleges for proper watch and ward," it added.
