'Staff without salary for last 6 months'
Advisory Board for Scheduled Castes head less

JAMMU, Oct 21: Post of Secretary, J&K State Advisory Board for Welfare and Development of Scheduled Castes rendered its staff without salary since May this year, as power of drawing and disbursing officer assigned to Board's Secretary.
According to sources the post of Secretary of the Board has been lying vacant since 1st September 2018. "However, from September 2018 to May 2019 temporary arrangements were made by assigning the charge of post to Secretaries of other advisory boards, but the functioning of the apparently come to halt since May this year", sources in the Board informed.
"Due to the superannuation Bharat Bhushan, the then Secretary of Board on 31-08-2018 the post fell vacant. However, the Administrative Department of Social welfare assigned the charge of Secretary of Board vide Order No:244-SW of 2018 dated 20-09-2018 to Rajeev Kumar, the then Secretary of J&K State Commission for Backward Classes, but he was transferred In the month of December, 2018", they said, adding that further the Administrative Department of Social Welfare once again assigned the change of Secretary of Board vide Order No:13-SWD of 2019 Dated 08-01-2019 to Ravi Pal Magotra, the then Secretary of J&K State Advisory for Other Backward Classes, but he also superannuated from services on 30-04-2019.
"The post of Secretary Advisory Board for SCs again fell vacant on May 1st, 2019 and the staff of the board is suffering due to non Drawal of their salaries for the last around six months, as the Secretary is assigned, the powers of drawing and disbursing officer", they said, adding that families of these staff members are on verge of starvation if time action not taken.
"We are facing a lot of financial adversities and hardship due to which survival of our families is getting difficult day by day", said a staff member wishing not to be named.
Bipul Pathak, Principal Secretary, Social Welfare Department when contacted said that he was not aware about pending salaries of Board's employees. "I will take necessary action very soon to release pending salaries of the officials", he added.
