Bidders allege GMC Doda alters rules
'Gives undue favour to influential traders'

JAMMU, Nov 12: The bidders alleged that the management of the Government Medical College and Hospital (GMC&H) Doda has tailored rules for tender of allotment of Canteen just to allot the tender to their blue-eyed persons.
Sources disclosed that the Purchase Committee of GMC Doda invited tender for allotment of the canteen for the year 2019-20 onward on dated 22-10-2019 by altering the rules and asked bidders to deposit 5 lakhs Earnest Money which to too high for the tendering of an any canteen within the premises of the institute.
If the bidders are to be believed, rules have been altered because the undue favour would be given to influential tenders. Due to the interference of some influential persons, the rules have been changed and 5 lakhs EMD has been set to favour them.
"Not only this, the purchase committee asks bidders to submit their rates list of products, items, and others in maximum government tenders but in this tender the GMC Doda mentioned their own rates of the items which is very unfortunate, "bidders told, seeking anonymity. They asked the rates list would be issued after allotting canteen to anyone but in this case it appears such things are being done to allot the tender to close aide of the power corridor.
They also said that like other tenders, 30 to 45 days would be given to deposit the formalities in required format but the management of the GMC Doda has given only 25 days despite aware of the fact that the internet has been shut down in the Jammu and Kashmir last three months. The present scenario in the UT is restricting them to despite formalities in a short time.
It seems the tenders list has been finalized by the concerned authority and now they are doing formalities just to complete procedure, bidder also alleged.
Principal, GMC Doda was not available for comments.
