Officials give damn to Chief Secretary's directions, make people to suffer
Trees, branches of trees continue to run close to power transmission lines

SRINAGAR, Nov 24: The officers and officials of erstwhile state of Jammu & Kashmir had a habit of overlooking the directions of their seniors including those who hold top positions in bureaucracy and these people are carrying this habit in the union territory as well.
The inaction or the laidback attitude of these officials makes the people to suffer and at the end of the day there is no accountability. The situation becomes worse when the common masses are hit by the vagaries of weather and the same is happening with the people of Kashmir these days.
When Kashmir was hit by untimely and unexpected snowfall in the first week of November 2018, Chief Secretary B V R Subrahmanyam issued directions to higher ups of then Power Development Department to go for cutting of trees and branches of trees running close to the transmission lines of power.
Sources told Early Times that the concerned officers and officials gave damn to the directions of Chief Secretary and sit back on the directions issued to them by the top notch bureaucrat. As the directions fell on deaf ears no order whatsoever was issued for cutting of trees and branches of trees.
It would be in place to mention here that Jammu & Kashmir is no longer state after the Parliament passed a resolution abrogating Article 370 and Article 35A and Jammu & Kashmir was bifurcated into two union territories Jammu & Kashmir and Ladakh.
The two union territories came into existence on October 31, 2019. At the same time the PDD has been converted into two corporations Kashmir Power Distribution Corporation Limited (KPDCL) and Jammu Power Distribution Corporation Limited (JPDCL).
"It was due to the failure of PDD officers and officials that the people of Kashmir were pushed to the darkness when snowflakes came down from the heaven on November 6 and 7 this year. Had the trees and the branches of trees been cut the magnitude of the problem would have been less," said sources.
Sources said that the Chief Engineer (Distribution) KPDCL, Hashmat Qazi has also acknowledged that the disruption in power supply across Kashmir was due to the fact that trees and branches of trees fell on the transmission lines at many places. The power breakdown continues to haunt people with many areas yet to be reconnected with the power supply system.
"It is important that some action is initiated against the officers and officials who did not take the Chief Secretary's directions seriously. If no action is taken this time around then there are chances that such things would happen in future as well. As such one is forced to say that directions turn out to be mere directions with no follow up action," said sources.
Sources said that if some action is taken then the things may become better in the coming years with the people being ultimate beneficiaries. They said that since Kashmir has been witnessing early winter since last year it is important that things are kept in condition so that people don't face problems on energy front.
