Jammu, Dec 5: Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) Jammu has been receiving severe criticism for its adamant attitude for not implementing Order No.71 (SECY) of 2018, which has blocked the career advancement of Programme Assistants working in various Krishi Vigyan Kentra.
Sources told Early Times that the promotions of Programme Assistants / Senior Technical Assistants / Technical Assistants and equivalents against the available posts of Subject Matter Specialists (SMSs) as mentioned in point No. 5 of University Order No.71 (SECY) of 2018 dated 11.07.2018 have not been done so far despite order issued by the then Governor SP Malik.
They further said that issue of promotion was approved by the Board of Management of SKUAST-Jammu at its 28th meeting (at agenda item 9) and then the agenda regarding the promotion of Programme Assistants and equivalents was approved by University Council of SKUAST-Jammu in its 17the meeting. "The agenda got assent by the Chancellor (Governor of Jammu and Kashmir vide Communication No. GS-1 (Amend-AUJ) 12-18 /2913 dated 14the June, 2018. The scheme was notified by the then Vice Chancellor of SKUAST-Jammu Dr. PK Sharma vide notification No.16 Secy. of 2018 dated 11.07.2018 under the subject addition / amendments to Career Advancement Scheme for Programme Assistants / Research Assistants / Technical Assistants. The final Order No.71 (Secy) of 2018 dated 11.07.2018 regarding the matter was issued by Registrar SKUAST-Jammu vide ts No. AUJ/Secy./18-19/F-101/1310-1351 dated 11.07.2018. They alleged that present University Administration has been befooling beneficiaries from the last one year by not implementing its own order and disobeying the order of Chancellor.
