'Misappropriation of fund by Engineers in Katra, Udhampur MCs'

JAMMU, Dec 6: The Housing and Urban Development Department (H&UDD) selectively suspended an XEn out of total of five engineers including AE, JEs involved in misappropriation of government money to tune of Rs 3.23 cores in Municipal Council Udhmapur and Municipal Committee Katra by the XEn, AE, and JEs, while shielding others.
Document available with Early Times divulged that Raman Uppal the then AEE presently posted in Lakes and Waterways Development Authority, Srinagar placed under suspension. "Raman Uppal, the then AEE Urban Local Bodies, Udhampur, has been placed under suspension for allegedly misappropriating Government money to the tune of Rs65.60 lacs which were advanced to him for the execution of development works in Municipal Committee Katra and Municipal Council Udhampur", the document divulged.
However, the then Director Urban Local Bodies (ULB) Jammu in 2018 had repeatedly directed Chief Executive Officer and Executive Officer Udhmapur Municipal Council and Katra Municipal Committee to get FIR registered against officers accused. "Raman Uppal, Ravi Kumar, Sushil Magotra, Ashwani Kailoo, and others were accused of misappropriating Rs 3,23, 80,362", they said, adding that however erstwhile State Vigilance Organisation, now (anti-corruption bureau) registered a case FIR No 22/2018 in misappropriation case.
"Government of J&K Housing & Urban Development Department on the basis of the fact regarding the failure of the officer to submit the account in full has been substantiated by the Director, Urban Local Bodies, Jammu vide communication No. DULBJ297/11980 dated 15.10 2019. The officer was served several notices directing him to adjust or refund the amount to the Concerned Municipal Committees but the Officer failed to dome needful. There are numerous complaints against the officer regarding his involvement in corrupt practices in allotment of plots to Dal Dwellers on a selective basis as Executive Engineer, Lake Division-I LAWDA, which also needs thorough inquiry", the document divulged.
Sources in department claimed that no doubt the suspended official was liable for such action, but why pick and choose a policy has been adopted by the department in dealing with a long-pending case involving misappropriation of government money of officers/officials.
Dheeraj Gupta, Principal Secretary, H&UDD when contacted said that he was not aware of the involvement of other people in the matter. "I will check it and if someone else found involved, action under the rule will be taken", he added.
