Jammu, Dec 11: Breaking records of all 'miracles' that took place in Panchyati Raj and Rural Development (PR&RD), an orderly reached to post of Executive Engineer.
According to sources, an Executive Engineer, heading REW in a district of Kashmir valley, was appointed on a temporary basis but later regulated and promoted up to Executive Engineer by a sheer violation of service rules and regulations.
"He was appointed as orderly in 1980 and later promoted as work Supervisor and Junior Engineer (JE) despite being not eligible for the post. He was reverted back from JE to Work Supervisor by then Director RDD Jammu vide order No.255-DRD of 2001 dated 14/08/2001 but he again managed to become as JE, AE, AEE and Executive Engineer", they said.
"People of then Block Ramsoo Panchayat Senabati filed a complaint against him and others for large scale embezzlement of MGNREGA funds, on it FIR No.26/2012 registered at SVO Jammu but instead of placing him under suspension, Secretary to Govt RD & PR allowed the "non-technical orderly" to embezzle development funds", they alleged.
"The then Secretary to Govt RD & PR in collusion with the then Director RDD Jammu utilized the service of the "non-technical orderly" as AEE to embezzle more than Rs 50 lakh in the construction of the ground floor of multipurpose hall Batroo", they said.
They further said that in 2016 the then Executive Engineer REW Ramban brought the matter in the notice of then-Director RDD Jammu. "The XEn also registered a complaint vide FIR No.38/2016 u/s 353 RPC in Police Station Ramban on 02/03/2016. He referred the Rs 50 lac embezzlement scam to SVC and SVC referred the same to SVO Jammu, and complaint vide no. Veri-47/2016 stands registered in (SVO) ACB Office", they added.
