Things continue to be awry at EDI, Communication Associate replaces Communication Officer

SRINAGAR, Jan 7: Nothing seems to be heading in right direction at Jammu & Kashmir Entrepreneurship Development Institute (JKEDI) as important assignments are given to juniors with the senior ones being sent to districts on posts not meant for them.
On December 7, 2019 Director JKEDI, Tufail Matoo issued a transfer order directing the Communication Officer of Kashmir to join the Poonch centre of JKEDI. On the same date yet another transfer order was issued by virtue of which Communication Associate was given the all important responsibility of Communication Officer.
Sources told Early Times that the transfer order is illogical and irrelevant since there is no post of Communication Officer in district Poonch. The Communication Officer is a division level post with the people assigned to do the job at the headquarters of Kashmir and Jammu respectively.
"In the interest of administration, Sh Ishfaq Amin Mir, Communication Officer, Centre for Igniting Entrepreneurship Culture (CIEC) presently working in CIEC Vertical, JKEDI Pampore is transferred to JKEDI District Centre Poonch with immediate effect. Transfer allowances as admissible under rules is also sanctioned in favour of the officer," reads order number JKEDI/HR-702 of 2019 dated 7-12-2019.
On the same date yet another order issued by Director JKEDI reads, "In the interest of administration, Sh. Mohammad Numan, Communication Associate, Centre for Igniting Entrepreneurship Culture (CIEC) presently working at JKEDI District Centre, Kupwara is transferred to CIEC Vertical, JKEDI Pampore with immediate effect. Transfer allowances as admissible under rules are also sanctioned in favour of the officer." The order number in this regard is JKEDI/HR-704 of 2019.
"Since Numan is a Communication Associate he cannot be posted in place of Ishfaq. Since strange things have become order of the day at JKEDI one is not too surprised about the same. A communication officer has been sent to Poonch and one fails to understand how he would be able to do justice with this job," said sources.
Sources said that Numan belongs to an influential family of North Kashmir and his father retired on a district level post in the police department. After his retirement the father of Numan joined active politics and joined National Conference. He is said to be very close to National Conference leaders like Dr. Farooq Abdullah and Omar Abdullah.
"Arif Ahmad Khan who was posted as Communication Officer, JKEDI Jammu was transferred and posted as in-charge recovery at the Jammu office. The person who was looking after the recovery section has been sent to some district office. The job of recovery can be completed by a person having less qualification but still then a professional has been deputed to carry out the job," said sources.
According to the Vision Document of EDI there are three levels of employees in the Communication wing. First there is Communication Associate with a grade pay of Rs. 5400, second is Communication Officer with a grade pay of Rs. 6600 with the senior most being Senior Communication Officer with a grade pay of Rs. 7600.
