Initiation of Political Process in J&K and Ladakh
1/20/2020 12:02:08 AM

Omkar Dattatray

There is a great political vacuum in the erstwhile Jammu and Kashmir. In fact governors rule or for that matter LG administration is no alternative to the popular government. From the last 5th august when the state was bifurcated into the two union territories of Jammu and Kashmir and Ladakh there is no political activity seen in the UT’s of Jammu and Kashmir and Ladakh and this is a great cause of concern for the right thinking people. Since the abrogation of controversial article 370 and the carving of the two union territories of J&K and Ladakh a large number of the mainstream political leaders are under house arrest and this includes three ex chief ministers namely Dr Farooq Abdullah, Omar Abdullah and Mehbooba Mufti and many upper and middle and lower rung political leaders and activists. Therefore it is not possible to start any political activity. Now that there is complete peace and normalcy in the union territory of J&K and Ladakh and therefore all political leaders and activists should be released for the interest of the resumption of the political process and activity. Those political leaders who have serious cases against them should however not be set free. The communication lock out in the form of ban on the internet and mobile services should be lifted immediately and thus the internet should be restored in the whole of Jammu and Kashmir. The apex court of the country has given a decision of far reaching importance and has held that internet is a fundamental right and hence should be restored in the interest of democracy. For any democratic activity the internet should be restored and all the political activists should be released. It is unconstitutional and unlawful to keep the political leaders under house arrest and keep internet under ban.
There is urgent need to initiate the political activity and political process in the UT of Jammu and Kashmir and Ladakh and the political activists cannot be kept under detention for a long time. So there is urgent need to start political process in the newly carved UTs of Jammu and Kashmir and Ladakh. Therefore, for the revival of democracy UT assembly elections should be held and for this there is immediate need to set free all political leaders and activists. Political parties and leaders should come forward and start political process in the larger interests of the people of the UTs. Political leaders and gross level workers should realize their responsibility and start the political process in the UTs so that democracy is restored at the earliest. There can be no political activity so long as the political leaders and workers are behind bars so the first requirement is to release the detained political leaders and workers and also to lift the ban on the internet so that normal political activity can be initiated in the overall interest of the people of the UTs. The NDA government of the centre should take the initiative and ask the UT administration to free all those leaders and gross level leaders against whom there are no serious charges. A few days ago some political leaders have met the LG and interacted with him for the first time and this is a welcome development and such meetings should be encouraged fir the interest of the democracy and the overall good of the people. Restoring of the democracy is the duty of the central and UT administration and all possible steps should be taken in the direction of the initiation of the political process as the LG administration is a temporary phase and is no alternative to the popular rule and therefore all those that matter should take all the required steps to start the stalled political process at the earliest so that democracy is revived for the interest of the people. It does not behave well for the country which boasts to be the largest democracy of the world to keep the people of the UTs without the popular governments. Therefore central government and the UTs administration should take all the necessary steps in the direction of the revival of the democratic process and make the conditions conducive for the holding of the elections and the LG of the Jammu and Kashmir deserves all kudos for saying that the elections should be held in near future. Anyway the elections should take place and for this necessary steps should be taken in this direction.
