Dismal outcome of Deen Dayal Upadhyaya Grameen Kaushalya Yojana in J&K
Despite getting professional training, only 17 percent get jobs

jammu, Feb 8: The much touted youth employment scheme Pt. Deen Dayal Upadhaya Grameen Kaushalya Yojana (DDU-GKY) has shown dismal performance with merely 17 percent of the trained professionals of Jammu and Kashmir have got the jobs in the last financial year.
According to the details available with Early Times for the financial year 2018-19, a total of 4283 youth were imparted training under the DDU-GKY but out of these trained youth merely 631 had got jobs. It account for merely 14 percent of the trained youth for the financial year.
Moreover for the financial year 2019-20, a total of 7083 youth were imparted training under the DDU-GKY scheme bout till the ending of December 2019, merely 1203 had got placement orders. It accounts for only 17 percent of the total youth who had got training. However three months of the financial year were left when the data was complied and the rate is likely to move upwards but it would still remain dismal.
According to other details of another employment generation scheme for rural areas, Mahatma Gandhi National Rural Employment Gurantee Scheme (MGNREGS), the number of person-days generated in the last few years have also shown a decline. Under this scheme for the year 2016-17, a total of 315.59 Lakhs of days were generated, which rose to 370.90 Lakhs and 368.90 Lakhs in the financial year 2017-17 and 2018-2019 respectively. But for the financial year 2019-20, till 28th of January 2020, a very sharp decrease has been recorded in the number of days, which are merely 149.47 Lakhs days.
The decline in the number of person-days could also be linked the repeated protest demonstration by the Panchyat representatives in Jammu and Kashmir, who have been demanding release of pending liabilities to the panchayts, which had reached to several hundred Crores of rupees.
Moreover under Deendayal Antyodays Yojana-National Urban Livlihoods Mission , the number of skilled trained candidates, who were placed under EST&P had also recorded a dismal performance. For the financial year 2016-17, not even a single skill trained candidates was placed under EST&P, while for the year 2017-18 only 25 candidates and for the year 2018-19, a total of 115 candidates were placed. The placement rate has shown a downward trend for the financial year 2019-20, till 27th of January 2020 and only 84 candidates were placed in jobs.
Though Union government has been making tall claims of providing employment to the rural youth but the details of various schemes have been proving the claims of government far from truth.
