Allots construction, renovation works without tendering; books purchased on exorbitant rates

SRINAGAR, Feb 12: Chief Education Officer (CEO) Budgam Fatima Tak has virtually thrown the government orders of detachment into the dust bin as some members of teaching staff have been attached with the CEO’s office. The CEO office has also become a den of corruption and other wrong doings.
Sources told Early Times that despite the government order banning attachments the CEO Budgam has re-attached some teachers of the district with her office. The CEO has set her own rules in this regard and is least bothered about the orders issued by the successive governments in this regard.
“Despite repeated communication from Directorate of School Education Kashmir the CEO has not ordered for the detachment of teachers attached with her office. The attachment of teachers with the office of CEO Budgam has led to imbalance in the system with many of the educational institutions having inadequate number of teachers with them,” said sources.
Sources said that tendering process has gone for a six in the district with regards to construction works along with development as well as up-gradation of infrastructure in the educational institutions. They said that norms are not being followed in this process and works are allotted without proper tenders.
“The renovation of the office of CEO Budgam has been done without following proper procedure. No tenders whatsoever were invited for the work and the same was done without following codal formalities. The same needs to be probed so that truth comes out and action is taken against the guilty,” said sources.
Sources said that renovation as well as construction works are going at various educational institutes in the district without tendering and completion of other formalities. In most of the cases the payment has already been made despite the fact that works are yet to be completed by the ‘blue-eyed’ contractors.
“The furniture for the various schools in the district has been purchased at very high rates and that too without inviting quotations for the same. At the same time the Sarva Shiksha Abhiyan (SSA) books have also been purchased at exorbitant rates and they have been distributed among the students without following the due procedure,” said sources.
Sources said that the behavior of the CEO is monarchical and autocratic and she does not tolerate any person who objects to the wrong doings being carried out by the lady officer. They said that the CEO behaves like a ‘Hitler’ and she has passed on the directions that whatsoever she is doing nobody should raise voice against the same.
Sources said that the teaching as well as clerical fraternity of the district is quite unhappy with the way of working of the CEO Budgam. They have already lodged some complaints with the Deputy Commissioner concerned but so far no action has been taken in the matter.
