J&K SSB delaying JA migrant’s recruitment
2/24/2020 11:35:54 PM

Omkar Dattatray

We are conversant with and have heard about the Seven Wonders of the World but now in this list return and rehabilitation of Kashmiri Pandits can be added and this can be bracketed as the 8th wonder of the modern world. Over thirty years of the forced migration of the miniscule community of Kashmiri Pandit’s has passed and the community is at the crossroads of its history and is going to extinct like the Kashmiri Hangul if concrete steps are not taken by the powers at the centre and the UT government level to rehabilitate the unfortunate victims of the genocide let loose by the Jehadi elements and terrorists right from 1990 onwards which culminated into the forced exodus of this peace loving and patriotic community. Much noise has been made since their forced exodus and more so from 2010 when the UPA government headed by Dr. Manmohan Singh had announced and embarked a plan for the return of the K.P exilee to valley and their rehabilitation back at the places of their birth. Kashmiri Pandits by and large are in favour of their return to valley with honor and dignity. But alas the return and rehabilitation of the displaced KP community could not take a practical shape in spite of the much fanfare and noise created by the powers about their return and rehabilitation except providing of some jobs to unemployed KP displaced youths in the valley. It was in the year 2009 some 6000 jobs were announced by the then Prime Minister Dr. Manmohan Singh for the Kashmiri Migrants and unfortunately till date only 3000 posts were being filled till date. It is because of the lackadaisical attitude of the J&K UT government and obviously the recruitment board i.e J&K SSB. Then again after repeated requests and pleas made by the aspirants of the Kashmiri Pandit community, the J&K Service Selection Board on the recommendations of Department of Disaster Management, reconstruction, Relief and Rehabilitation, had advertised some 300-400 posts for Junior Assistants vide advertisement notification no. 04 of 2017 under this PM package but it is very sorry state of affairs that till yet the selection lists have not been released. The job aspirants have already given type test and written test which was then followed by document verification process as well but the sad story is that the selection lists have not been compiled and declared by the J&K Service Selection Board till date thereby putting the aspirants in deep distress and in a state of confusion. They are in dilemma and have some sort of illusion about the recruitment process of J&K SSB as far as the recruitment for Junior Assistant Migrants is concerned. It seems like that the concerned authorities of J&K SSB have forged the notification under this package and thus are delaying its implementation on the ground zero. Now the Junior Assistant aspirants smell a rat in the recruitment policy of J&K SSB pertaining to the much talked about PM’s package for Kashmiri Migrants. One fails to understand as to why the Service Selection Board keeps on delaying the recruitment of JA under this job package for Kashmiri Migrants as enough of the time already stands wasted due to the callous and unsympathetic attitude of the erstwhile state government of J&K, now a Union Territory. The Service Selection Board has completely failed to fast track the recruitment process for Junior Assistant migrants for the best reasons known to the concerned authorities. Three years have passed since the aspirants candidates have applied for these posts of Junior Assistants under notification no. 04 of 2017, but ironically the recruitment has been delayed beyond one’s comprehension and expectation. It is also in place to mention here that the recruitment was expected to be completed by or before 31st January, 2020 as sought by the Lt. Governor but surprisingly his direction in this regard has also been put into the garbage. It is pertinent to mention here that other notifications which were advertised after this notification have already been completed in a fast track basis by the SSRB but one cannot understand why the recruitment under this PM package is taking so much time. The Junior Assistant Migrants aspirants went from pillar to the post so that the selection lists to the various department under this PM package gets released well in time but all in vain as the concerned authorities of the J&K SSB are not paying any heed towards this issue of utmost importance. It is very sad and disturbing that the concerned authorities have not given any official statement in this context inspite of knowing the fact that the aspirants are badly suffering because of this unnecessary and prolong delay in releasing the selection lists. It has also come to the limelight that recently threadbare discussions were being made by the SSRB authorities regarding various unfilled posts of GMC and other selection lists but very unfortunately discussion on the issuance of selection lists for Junior Assistant Migrants (Under Notification no. 04 of 2017) did not find any place in the board meeting and it seems like that the board is ignoring the Junior Assistant Migrant aspirant’s issues and concerns. These ill-fated Junior Assistant Migrants aspirants have lost now all hopes and faith and are getting frustrated and dejected over this delay in releasing the selection lists for these posts. It is now hoped that the new worthy Chairman J&K SSB will take due cognizance of this matter and will give strict directions to the concerned authorities of the board to release all the pending lists of Junior Assistant under notification no 04 of 2017 as early as possible so that the future of these aspirants could be safeguarded.
