CB visited Marwah to investigate Fraudulent withdrawal of CDF, MGNREGA payments

Jammu, Mar 18: In a significant development with regard to mass scale bungling in Rural Development Department Kishtwar and fraudulent withdrawal of CDF released by the PDP MLC and former NC Legislator after nearly 13 months since the government of Jammu and Kashmir has decided to handover the investigation of this mega scandal to Crime Branch Jammu following the complaint filed by the whistleblower Ghulam Rasool Magrey and Abdul Wahid Malik, both Resident of Marwah before Advisor K Vijay Kumar during his public meeting at Circuit House Jammu on 31-1-2019, team of Crime Branch Jammu today rush to Marwah in a private chopper along with the whistleblower to investigate the matter and to verify the fact on ground. Early Times in its 7-2-2019 had highlighted the issue in detail.
As per the details available with Early Times both the whistleblowers along with two senior Crime Branch officials identified by the sources as Inspector Zafar Amin and Inspector Arun Kotwal flew to Marwah to investigate the matter after the whistleblowers approach the IGP Crime M K Senha requesting him for speedy disposal of the complaint filled by them.
The sources said that after the whistleblowers called upon the IGP Crime, the subordinate staff of the Crime Branch expedited the case and today visited the Marwah which is far flung area in Kishtwar District.
Sources said on various public complaints, they decided to file an RTI to avail the details with regards to various works executed in the area under CDF, MGNREGA, SBM, IHL, 13/14th FC and after facing very difficult and daunting task, they were able to collect some data pertaining to functioning of these three blocks after the direct intervention of Information Commissioner J&K—the record which throws many surprise as around 90% works in these three blocks shown executed under the above mentioned schemes never exits on ground and money worth crores of rupees has been withdrawn without execution of the works which include the withdrawal of CDF amount worth nearly 3 crores released by PDP MLC and former NC Legislator wherein this huge amount was embezzled by the political-RDD official nexus.
“Furthermore material payments on account of MGNREGA has been withdrawn in crores (Approximately 30 Crores) in last few years on the name of around 100 blue eyed persons includes political activists, Sarpanches, relatives of the local RDDemployees, wives and children’s of the GRS, VLWs, MPWs and BDO concern and thus deprived the poor job card holders of the share which they deserved” they claimed added that it is not only RDD Department wherein mass scale embezzlements of funds took place and stated that similar is the condition with other departments as well wherein the DDOs withdraws the salaries of the employees posted in these areas and had not attended their duties since months together and these DDOs in return gets around 30-50% share out of the salaries of these blue eyed and absentees employees.
Following the appeal from the whistleblower, the then Advisor to Governor K Vijay Kumar issued the direction to his OSD to handover the case to Crime Branch for carrying out detail investigation into this mega RDD scandal that rocks the RDD department in the undivided state of J&K, now UT as many people are coming forward questioning the working and fraudulent tactics adopted by the RDD employees in various parts of the Jammu and Kashmir.
Recently Early Times has highlighted how money has been credited into the accounts of the OGWs in Marwah block of Kishtwar District. On the bases of the news report, Kishtwar police has started investigation into the matter.
