Jammu, May 15: The Jammu and Kashmir administration on Friday rescinded the order elevating an incharge assistant professor to the post of Head of Department at Government Medical College Jammu.
According to the details available with Early Times the order to elevate Dr Sanjay Kumar Basin as HOD surgery was issued by the new GMC Principal Dr Nasib Chand Dogra.
The new GMC principal, according to the sources, had crossed the line by issuing an order No. 408- JK(HME) on 1/05/2020. “The principal had shown his administrative immaturity by issuing the order. He had not taken the concurrence of Administrative Department before elevating an assistant professor Dr Sanjay Kumar Basin, who is presently working as in charge Associate Professor and I/C professor, as Head of the Department of general surgery, GMC Jammu vide the order no GMC/20/ORDER/02 dated 1/05/2020 issued by the principal.”
Sources said, “Jammu and Kashmir administration took a serious note of the said unauthorised and Illegal order particularly when the matter pertaining to the seniority between Dr Sanjay Kumar Basin and Dr Ratnakar Sharma is subjudicious.”
They said that the J&K High Court has quashed all orders of promotion issued in favour of Dr Sanjay Basin in mater pertaining to accelerated promotion at the level of associate and assistant professor. This fact was overlooked by the principal GMC Jammu, while elevating Dr Sanjay Basin.
The latest seniority issued vide Govt. Order No. 891 HME of 2019 dated 15-10-19, shows Dr Sanjay Kumar Basin as Assistant Professor, sources said, adding that “Even this important development was ignored by the Principal.”
“The biggest flaw in the said order issued by the new Principal Dr Nasib In favour of Dr Sanjay Basin as Head of Department was ignoring the Gazette Notification of India of Medical Council of India, which clearly states that academic head of the department can only be a confirmed associate professor of any discipline,” sources said. “The new GMC principal ignored the directions of the Medical Council of India (MCI), the highest regulatory body of medical colleges in the country. Further he did not even ask the administrative department to give the confirmation for the said order.”
The Jammu and Kashmir administration on Friday issued an order No. 443 JK-(HME) of 2019 dated 15-05-2020, which stated: “In order to ensure that the clinical care of patients does not get affected and the academic rosters of gazetted and non gazetted staff be maintained and other routine work in the department be carried in the department of general surgery Dr Nasib Chand Dogra Principal Govt Medical College, Jammu shall also hold the charge of Head of Department of Surgery, Govt Medical College Jammu till further orders.”
