Will J&K Govt revoke SRO-202?
‘5-year probation with meager salary haunts appointees’

Early Times Report

Jammu, June 2: At a time when the Central Government has announced massive recruitment drive for Jammu and Kashmir, the question being asked is whether the J&K Government would revoke SRO-202 or it will continue to remain in vogue?
Under the SRO 202, during the period of first five years, the government appointees are entitled to the minimum pay scale along with the grade pay applicable to the post against which they are appointed. And further, every appointee after completion of five years period on probation is entitled to fixation of pay in the time-scale of pay applicable to the post against which he is appointed. This rule was enacted in the State under the regime of the PDP-BJP coalition amid much opposition from the social and civil society groups who termed it tantamount to “slaughtering the abilities of the talented youth and rendering them into monkeys being thrown the peanuts.”
“Those whose salaries continue to swell with each passing year don’t even possess half of our qualifications. Yet they are there calling shots in the administration and we are being made to suffer without any fault. This is not a salary. These are the mere peanuts given for some reasons best known to the government. If we work at par with other employees and are more qualified than our counterparts then why are we being discriminated against and left out,” said one of the employees appointed under SRO-202.
Pertinent to mention here that the previous coalition government on January 9, 2018, nullified the reports about it revoking the new job policy under which people appointed inducted in government service shall draw a meagre salary for the period of five years. The State Government had clarified on the floor of the house then that it has no proposal under consideration to revoke the SRO 202 of 2015.
The then health and medical education minister in a written reply to legislator Neelam Kumar Langeh stated that there is no such proposal under consideration at the Health and Medical education department to revoke SRO202 which according to the minister was issued pursuant to a conscious and thoughtful decision of the government.
SRO 202 is a set of rules issued by the then Governor N N Vohra of Jammu and Kashmir under the powers conferred by the proviso to section 124 of the Constitution of Jammu and Kashmir.
