RDA against 14 engineers, prosecution sanctioned in a week

JAMMU, June 24: The change of guard in Public Works (Roads & Buildings) department has yielded results as within a week Regular Departmental Actions (RDAs) has been initiated against 14 engineers through six separate orders while a prosecution was also sanctioned against a draftsman.
Highly placed sources informed Early Times that within a week, two major actions against the corrupt officers/officials of the department have been taken. “Following Chief Secretary’s two consecutive meetings on corruption related issues, the department has speed-up the disposal of pending files related to tainted officers/officials of the department”, sources informed.
Sources said that on 16th June 2020 two cases of RDAs were initiated by the administrative department. “The RDAs were initiated against Er Mushtaq Ahmed Shah, the then AEE, Er Nazir Ahmed, the then JE and Er Ghulam Qadir Deethoo, the then JE, R&B Division Sopore and Sub- Division, Sumbal, and in another order the RDA was initiated against Er Parvez Ahmad Qadimi the then Executive Engineer, Er Mohammad Ayoub Saeed, the then Assistant Executive Engineer, and Er Lateef Ahmad Hakeem, the then Junior Engineer (R&B) Division Sumbal”, sources said.
“On 17th June, another RDA was initiated against Er Kulwant Singh Gill (AE) then Manager, JKPCC Ltd, Unit Reasi (VO-JMU-05/2014), they said, and added “On June 18 RDAs were initiated against Mohammad Javed Khan, the CEO, Rajouri Development Authority Er Khusal Chand the then Executive Engineer, Er Devi Dass Heer, Executive Engineer and Er Gurcharn Singh, Junior Engineer, Rajouri Development Authority.”
“On 19th of June another RDA was initiated against Er Mohmmad Yousf Dhobi the then Junior Engineer, R&B Division Khanabal, Anantnag and Er Nissar Ahmad Pandith, Assistant Executive Engineer R&B Division Khanabal, Anantnag (FIR No. 28/2011 P/S VOK)”, sources informed, adding that on June 22 another RDA was initiated against Er Sunil Gupta, the then Executive Engineer, PWD R&B Division, Mahore, Reasi.
Sources said that Shailendra Kumar Principal Secretary to Government Public Works (R&B) Department apart from initiating RDAs, also sanctioned prosecution against the tainted officers and officials.
“Sanction is hereby accorded to the appointment of Er Syed Sajad Ahmad, I/C Executive Engineer, PW(R&B) Ganderbal as inquiry officer to enquire into the allegations leveled against Ab Ghani Bhat, the then Head Draftsman, R&B Division Kupwara, for commission of offences punishable under section 5(1) (d) r/w 5(2) of the prevention of corruption Act, under section 120-B, 467, 468, 471 of RPC vide FIR no 13/2011 at Police Station Vigilance Organisation Kashmir (now anti corruption bureau)”, the copy of order read.
It is pertinent to mention here that the outgoing Commissioner Secretary Khurshid Ahmad was more concerned about transfers and promotions rather that acting against the tainted officers/officials of the department, during his stay as administrative head of the Public Works (R&B) Department he promoted/transferred hundreds of engineers.
Public Works (R&B) Department is the first department seems active to materialize Chief Secretary’s commitment to bring transparency and stern actions against the corrupt officers/officials.
