Jammu, July 9: Following the footsteps of ministers of elected governments, a senior bureaucrat has retained a junior assistant from another department as his special assistant.
Sources in the Civil Secretariat informed Early Times that a Class-IV employee, who was promoted as junior assistant, has been appointed by a senior bureaucrat as his special assistant. “The senior bureaucrat instead of utilizing the services of highly qualified employees or the administrative officers available in the department has preferred this individual from a different department,” they added.
Sources informed that the post of special assistant is usually held by a Deputy Secretary level officer but in this case an incharge junior assistant has been made the special assistant. After being appointed as the special assistant to senior bureaucrat the individual went on to upload his status on Facebook as , “The best brains of the nation may be found on the last benches of the classroom….. Special Assistant to……………Secretary to J&K Government, Civil Secretariat.”
“The incharge junior assistant of another department is trying to flaunt his personal achievement to inform the general employees about his stature in the department. He is trying to make it clear that he is an influential individual in the department as he enjoys close proximity with the senior bureaucrat”, an employee of civil secretariat said, adding, “It’s beyond our understanding why an employee of another department has been inducted in our department.”
Sources further disclosed that the incharge junior assistant had become close to the senior bureaucrat, when the officer was heading the department. “During his tenure as head of the department, the senior bureaucrat had noticed the performance of the junior assistant, so his services were sought again”, an official said.
Another employee said, “On one hand LG administration has been trying to streamline the system by cancelling all attachments but in this case the senior bureaucrat has managed attachment of the employee from another department for the reasons best known to him,” an official said.
