Non implementation of decisions taken in first two phases likely to haunt officials | UT admin embarks on Phase-III of B2V campaign | | Early Times Report
Jammu, Sept 12: In view of the upcoming Phase-III of the Back to Village (B2V) programme, the twenty days long Jan Abhiyaan has already begun but the non-implementation of several decisions as well as assurances given to the public during the first phase of the same campaign are likely to put officials in a quandary when they go back to the villages. The panchayats representatives have already shown their reservations against alleged delay in empowerment of panchayats but the continuous efforts of the administration to reach out the public in the new Union Territory, might subdue the reservations in the villages. The Chairman of representative body of Panchayats, All Jammu and Kashmir Panchayat Conference, Shafiq Mir alleged that during first phase of the “Back to Village” initiative, the Panchayat representatives had participated with great enthusiasm and shared their opinion with the government officials regarding grass root level development in the villages. “Majority of the decisions taken during the first phase of B2V first phase were not implemented, which was strongly objected by our organization when the second phase was started”, Mir said, adding that when the third phase was announced, they once again took up the matter about non-implementation of decisions, after which LG led UT administration took some concrete measures about sanctioning of some funds to each panchayats. Mir further said that apart from sanctioning of these funds, majority of other decisions taken by officials for the development of panchayats were not implemented either due to scarcity of funds or due to non pursuance from the concerned officials. Similarly, few days back Anil Sharma of Panchayat Conference had openly criticized the administration for their alleged failure to fully implement the 73rd and 74th amendment of constitution to Jammu and Kashmir. The reservation shown by Sharma, brought to fore the resentment brewing among the panchayt representatives, which could be visible during the upcoming B2V campaign. Another panchayat representative said that even if half of the assurances given by the officials during the first and second phase of the B2V campaign would not be implemented then the exercise would lose its credibility. “The officials must concentrate on steps to implement the decisions and assurances given during the initial phases of the campaign”, he said.
