ACB takes note of Forest Officer’s fake induction into IFS

POONCH, Sept 23: Taking note of the complaint against a retired IFS Officer regarding his alleged fake induction into IFS without requisite qualification, the Anti-Corruption Bureau (ACB) Jammu sent a letter to concerned department for proper investigation and subsequent action.
As per letter No ACB Fst-G-30/20-11443, wherein ACB Jammu referred to the Commissioner / Secretary Forest, Environment & Ecology Department, Civil Secretariat requesting action on the complaint against Tej Bahadur Singh, IFS, then CF Chenab Doda regarding discrepancies in his pension case and apprehending case of a fake induction into Indian Forest Services (IFS) without mandatory qualification of the subject.
As per complaint, the Pension & Leave Encashment case of T B Singh, IFS (Batch 2008 JK Cadre) then CF Chenab Circle Dada has been prepared and executed in violation of Audit & Accounts norms without duly verifying his Service Book. However, surprisingly T. B. Singh has himself prepared his case, seemingly for purpose to hide such very important facts, which may not allow settling of his pension and leave encashment case under rules. Correspondence No DFO/D/1274-77 dated: 12-07-2019 Para 2, letter No. DFOID1892- 94 dated:- 19-06-2019 (Annexure-I3) of DDO (DFO Doda) & no. 1701-03/CFC dated:- 03-07-2019 0/o CF Chenab Circle Doda, are clearly endorsing the above mentioned fact. Further as per information, No Objection Certificate (NOC) is also due from Bhaderwah division for his tenure of posting as DFO Bhaderwah. Further, it is on record that Education Qualification details/documents & Service Book of T B Singh, IFS, are not available in office of CF Chenab, CCF Jammu, PCCF JK (Direction Office). However, the Direction Office is supposed to keep/maintain these records of every Gazetted officer in personal file of officer. The O/o PCCF (Direction Office) vide letter no. PCCF/Estt/G/50/674-76 Dated:- 16-04-2019 and U.O. No. PCCF/G/751 dt:- 24-04-2018 (Annexure-C) informed that Service Book & Relevant Education Qualification are not available in this office.
State Information Commissioner J&K vide no. SIC/CO/SA/621/200/250-54 dated:- 25-4-2019 (Annexure-D) has directed to provide these documents (incl. Education Qualification & Service Book) in an RTI Application within two weeks. SIC directed that in case, the PCCF feels that documents asked for by the complainant are not available in his office, the same may be obtained from other office or officers where the information is likely to be available under section 5(4) RTI Act & provide to complainant. Even after lapse of a year, Education Qualification & Service Book are not available.
The complaints further read that it is evident to mention that Graduation in Science stream is mandatory for induction into IFS. First page of service book provides important information about service joining date, substantive post, and educational qualification at time of joining service. Service book also helps in providing details of any higher education during service & its permission and leave details. Here, none of offices are having details & documents of T. B. Singh regarding his Substantive post, Education qualification at time of joining service, Graduation Qualification, its permission & leave account
When Early Times contacted Deputy Auditor General (Pension) for information on a complaint whether pension department has checked authenticity of his service book and entry of graduation degree in service book, mandatory for induction into IFS service, the Deputy AG replied that induction and qualification matter are administrative issue, AG (Auditor General) follow CSR rules.
