Early Times Report

Anantnag, Oct 17: A group of aspirants, who had applied for different posts at Integrated Child Development Services (ICDS) department, on Saturday alleged that the department has shockingly stopped updating them about the job notifications they issued three years ago.
The aspirants told Early Times that in 2018, the Integrated Child Development Services (ICDS) department issued three job notifications for recruiting staff to implement ‘POSHAN Abhiyaan' in Jammu and Kashmir, however three years the fate of these job notifications isn’t known to anyone.
“We attempted to approach the department and tried our best to find out what actually has happened with these job notifications but senior officials in the department aren’t giving any satisfactory answer,” alleged aspirants.
They fear that the department might have ‘secretly’ carried out the recruitment for centrally sponsored scheme ‘POSHAN Abhiyaan'.
“We fear that the department might have appointed candidates without following the due procedure,” they added.
In 2018, the ICDS department issued three job notifications for hiring contractual staff under Poshan Abhiyaan Vide No: 03 of 2018 Dated: 20. 12. 2018, No: 02 of 2018 Dated: 20. 12. 2018 and No: 01 of 2018 Dated: 20. 12. 2018.
The department had to engage Consultant (Planning, Monitoring & Evaluation), Consultant (Health & Nutrition), Consultant (Financial Management), Consultant (Capacity Building & BCC), Consultant (Procurement), Accountant, and Project Associate at State, District and Block level.
In 2019, the department put the procedure/criteria for filling these important state level contractual posts in public domain through notification No: SPD/PA/09/2018/675-78 Dated: 15 -02-2019; however since then the department has gone silent on the issue and hasn’t issued any further notification through its departmental website.
Director General Women and Child Development, Tariq Ahmad when contacted expressed ignorance about the issue and asked this reporter to contact State Mission Director, ICDS, J&K
“Poshan Abiyaan is being looked after by the State Mission Director, ICDS. You can contact her and seek details. I don’t know anything about it,” he said.
Multiple attempts to contact State Mission Director, ICDS, J&K Mrs Nitu Gupta failed as she didn’t attend repeated calls from Early Times neither responded to texts.
