JAMMU, Nov 4: Despite lapse of nearly two years since the Legislative Assembly as well as Legislative Council were dissolved by the then Governor Satyapal Malik and all powers of the legislators ceased to exist but an ex-MLC of the Bharatiya Janta Party (BJP) is continuously inaugurating development projects in Jammu city which is in total violation of the laid down norms.
Moreover officials of several departments have also been accompanying the ex-MLC during the inauguration events, which is against the laid guidelines and procedure.
According to the press releases circulated among various media houses as well as updated on the social networking sites, an ex-MLC of BJP has continued to inaugurate various development projects including lanes, drains and other small projects.
Few days back the MLC had inaugurated an amusement park, while on October 21 the MLC had inspected various developmental works in Gandhi Nagar constituency. Surprisingly, despite being an ex-MLC, he went on to pass directions to the executing agencies to ensure use of quality material for long durability.
One aspect among these projects could be the fact that some of the funds for the completion of these projects could be sanctioned by the ex-legislator from his Constituency Development Fund (CDF). “But all the legislators from across the erstwhile State and now the Union Territory had sanctioned funds for completion of various projects, which are now being completed but that doesn’t mean that the MLC can inaugurate such projects”, a politician said, adding that the ex-legislator is similar to a retired government official and whenever he retired from the services, s/he no longer enjoyed the authority to inaugurate any development works or the schemes.
It is strange to notice that all this has been going on for the last over two years but the administration has become a silent spectator over the entire drama. “Since 2018, one Governor and two Lieutenant Governors have been appointed in Jammu and Kashmir but none of them has been able to stop this ex-MLC from doing such shameless activities”, Congress Spokesperson Ravinder Sharma said, adding that these legislators were also shameless fellows, who have been doing such acts despite expiry of their terms.
Sharma further said that each of the MLA as well as MLC had sanctioned funds from the CDF for some development works. “But that doesn’t mean that all of them will also start inaugurating works but it is unfortunate that the administration has failed to stop such activities of the legislators of BJP”, Sharma said.
Pertinently Jammu and Kashmir National Panthers Party (JKNPP) had also raised the issue about the inauguration of development projects by ex-legislators of BJP but so far no change has been witnessed in the stance of ex-legislator.
