Early Times Report

Rajouri, Nov 21: A clerk allegedly taking bribe for issuing Actual Line of Control (ALC) certificate at Nowshera tehsil office has brought to fore the rampant corruption prevalent there. According to the details available with Early Times an aggrieved boy, who was in dire need of the ALC certificate for getting admission in a college, was made to run from pillar to post at the tehsil office and was later allegedly asked to pay bribe for issuance of the document. Although when matter was brought into the notice of the ADC Nowshera, he immediately got the ALC certificate issued and directed the employee, who had allegedly taken the bribe to return the money. “Despite being proven that the employee had taken the money for doing his official duty, he was not suspended,” said a source.
Aggrieved boy Inderpal Singh of Lower Noniyal while talking to Early Times said that he had gone to tehsil office Nowshera to seek the ALC certificate in order to take admission in a college.
“After completing all documents required for issuance of the ALC certificate, the concerned official didn’t issue the same and made me visit the office again and again. Later he asked for Rs 2000 for issuance of the certificate, which I paid to him. Despite that he didn’t handover the certificate to me,” Inderpal Singh alleged.
He alleged that when he again visited the office he was insulted by the tehsildar in full public view. “I went to ADC Nowshera and narrated him the entire issue and produced a recording vindicating that the employee had demanded the bribe and had even taken it. After listening to my ordeal the ADC called concerned tehsildar and the employee to his office along with the file. He immediately issued the ALC certificate and directed the employee to return the money but the employee said that he would return it tomorrow,” he alleged.
Astonishingly, despite the fact that the employee confessed his offence before ADC Nowshera yet no action was taken against the accused.
Meanwhile, ADC Nowshera said that he is going to order an enquiry against the official and he has already written to the concerned tehsildar in this connection.
