HRM cell of School Education Deptt fails to serve purpose

jammu, Dec 5: Human Resource Management (HRM) Cell of School Education Department-created a year ago with an aim to help the government to resolve the issues of the teaching community-has ostensibly failed to serve its purpose.
According to the details available with Early Times the main responsibility of HRM Cell of SED was to compile the required documents of incharge of various teaching cadres, who were awaiting their regularization for the past 15 years.
Sources in the department said that the Administrative Secretary of School Education Department BK Singh had held a meeting with teaching association, wherein the long pending issues including regularization were discussed.
The secretary was also informed during the meeting that how the decision of State Administrative Council and court directions in this connection were disregarded by the concerned department and how the creation of HRM Cell to resolve the issues of teaching fraternity had literally failed.
"After going through the points put forth by the teaching community, the Secretary SED reprimanded the cell and other officials for their inefficiency to complete the process of regularization," sources informed further adding that since the creation of HRM Cell around seven DPC meetings have been postponed.
Sources further said that the Secretary immediately summoned the concerned officers, officials and expressed his extreme displeasure for their slackness and sought explanation about delay in process.
Pertinently thousands of in-charge lecturers and gazetted officers have been fighting for their just demand of regularization since 2007 and their victimization at the hands of their Chief Education Officers (CEOs) of various districts, who put them to harassment on one pretext or another regarding documents which have already been submitted and have lapsed or expired in administrative department and they are being asked to submit the same documents again and again.
