Five Universities in JK UT headless since months
Delay in appointment of new VCs stalls several works, appointments

JAMMU, Jan 7: Though the UT administration has accelerated the functioning of maximum of government departments but the Universities remained untouched so far as five of them have been virtually headless for the last few months as the new Vice Chancellors have not been appointed so far.
The delay in appointment of new Vice Chancellors has been resulting in the stalling of several developmental works along with appointment of new teaching, non-teaching employees along with important decision making.
These Universities include Baba Ghulam Shah Bhadshah University (BGSBU), Cluster University of Jammu, Cluster University of Srinagar, Central University of Jammu and Central University of Kashmir.
Though in case of BGSBU, CUJ and CUK the selection process has already been completed but the final nod of the competent authorities is still awaited, delaying the appointments.
Starting with the BGSBU, the tenure of the last Vice Chancellor expired on October 28 while the Selection Committee constituted by the Office of Lieutenant Governor had submitted a panel of prospective candidates to LG’s office but since then there was no word from the LG’s office. Sources informed that the LG had an interaction with all the shortlisted candidates and it was assumed that the names would be announced within days but since then over two months have lapsed, there is no word from the LG’s office.
Moreover, in case of Central University of Jammu, the tenure of five years of incumbent VC had expired in the month of April 2020. The Search committee, constituted to forward the names of prospective candidates has already submitted a panel of candidates but so far final nod is still awaited.
Similar is the case with the VC of Central University of Kashmir, whose VC’s tenure expired in the month of September 2020 but so far no new VC has been appointed. As per rules, the Search Committee for selection of new VC is constituted before the expiry of the tenure of incumbent VC of any University but in above mentioned cases, despite having constitution of the committees, there is a delay in finalization of the names.
Moreover, in case of Cluster University of Jammu and Cluster University of Srinagar, the VC’s have been removed while the VC’s of University of Jammu as well as University of Kashmir have been looking after the routine affairs of the Varsities.
Sources said that in virtual sense the given Universities of Jammu and Kashmir were headless as those looking after the affairs of the Universities have been looking after only the routine matters. The incharge-VCs could not take administrative decisions such as appointment of new employees, starting some development works or take decisions about taking any policy decisions.
