No taker of defunct public hand pumps in Rajouri, Ground Water Division shuns responsibility

Rajouri, Jan 23: The slackness of the Ground Water Division of Jal Shakti can be gauged from the fact that the majority of public hand pumps at prominent places in Rajouri district are defunct with the concerned department instead of repairing them offering excuse of financial constraint.
Astonishingly the Ground Water Division of Jal Shakti refused to take complaints by saying that it is the responsibility of Panchayats and the concerned Municipal Council to get it repaired as the department has no funds for their repairs.
Sources told Early Times that the Ground Water Division is in the habit of shunning its responsibility and putting people in distress. “There are several points in Rajouri town where hand pumps are not working including Rajouri Panja Chowk, which is busy road but the hand pump is out of order, one hand pump which is installed at the beginning of ITI Road, similarly a hand pump near private school Happy Home School has been lying defunct for the last five years,” they said further adding that there many more such hand pumps around Rajouri, which are not functioning.
Locals alleged that the senior officials including Executive Engineer, AEE does not sit in the Rajouri Office and always remains in Jammu and operates from there. When Early Times contacted AEE, he said that there are many stations under him, so he can’t spare time for Rajouri and moreover there are no funds for their repairs.
Meanwhile, the response of the concerned Executive Engineer Ground Water M K Khurana was also disappointing, when he was contacted in this connection. He said that the Ground Water Division has no authority to repair on its own. “We take action after getting directions from administration and then funds are also provided to get it repaired,” he added.
