PDD fails to recover supervision charges, suffers loss of lakhs

Jammu, Jan 25: The Power Development Department has to suffer loss of lakhs due to its negligence for not realizing the supervision charges for the works executed on behalf of the other departments.
Sources told Early Times that the office of Sub-Transmission Division PDD, Doda was allotted works by the two agencies and accordingly the division had to project the amount of supervision charges in the Detailed Project Reports correctly and make recovery in accordance with the rules but it came to fore that division failed to make recovery.
Although after taking the matter with the concerned agencies by the Sub Division, a part of the amount was realized but still a major amount could not be recovered till date, they added.
They informed that as per rules of the Jammu & Kashmir Public Works Account Code (JKPWAC) which envisages that the works executed on behalf of any agency, the prescribed supervision charges have to be realized by the executing agency.
“Sub-Transmission Division, Doda had executed five works against Rs 5 crore but had not recovered the supervision charges of Rs 49 lakhs,” they added. However, the fact remains that the failure to comply with rules resulted in non-recovery of supervision charges despite the fact that four out of five works have already been completed.
When matter was taken up with the Power Development Department it was found that the supervision charges were not reflected in the DPRs of the works due to error due to which Rs 17 lakh out of Rs 49 lakh were recovered. The Department has been asked time and again to release the balance amount as per revised DPR for recovery of remaining amount.
