JAMMU, Feb 16: Only Congress being the oldest and secular force is capable to address the genuine issues and demands of the downtrodden sections of the society including Scheduled Castes, Scheduled Tribes and Other Backward Classes. It was stated by senior Congress leader and former Deputy Chief Minister of erstwhile state of Jammu and Kashmir, Tara Chand, while addressing a one day convention of SC/ST/OBCs at village Sarmala in Khour Block.
