Div Com Jammu reviews developmental scenario of Doda district

DODA, Apr 2: Divisional Commissioner Jammu, Dr Raghav Langer reviewed the developmental scenario of Doda here at a meeting on the second day of his tour to the district.
The meeting was attended by Deputy Commissioner Doda, Vikas Sharma; Principal GMC Doda Dr Dinesh Kumar; Additional Deputy Commissioner (ADC) Doda, Kishori Lal Sharma; Additional Deputy Commissioner, Bhaderwah Rakesh Kumar; Chief Planning Officer, Parshotam Kumar; SP operations Raj Kumar; GM DIC Khalid Malik; PO, ICDS Shahida Parveen; ACD Prem Singh Chib; ACR, Kaiser Ahmed Bhawani; DFO (Doda, Batote & Bhaderwah), SE Hydraulics & JPDCL, District/Sectoral Officers, EX EN's besides other officers of various departments and executing agencies.
At the outset, the Chief Planning Officer gave a brief account of the district profile, besides the physical and financial progress recorded in the implementation of developmental and welfare schemes. He listed ongoing works sanctioned and approved under languishing project scheme, District Capex Budget, Back to Village programme, MGNREGA and 14th FC.
The Div Com took a detailed appraisal of progress of work on mega projects viz Government Medical College Doda, Teaching Hospital, Indoor hall at Sports Stadium Doda, High Altitude Medicinal Research Institute Bhaderwah, Polytechnic College Beoli etc.
The Div Com directed the executing agencies to devise the pert chart of all the ongoing works, besides directed the DDC to monitor the progress of each project on daily basis for the timeline completion of the projects.
While reviewing the progress of GMC Doda, it was informed that administrative block and hostel blocks are expected to be handed over to the authorities by June this year.
The Div Com asked the Principal GMC to monitor the progress on daily basis, and submit the revised DPR alongwith the justification to the Administrative department about the additional expenditure incurred. He directed the ACR and SE JPDCL to conduct the joint inspection for identification of land for development of grid station for the Medical College.
With regard to Chenani-Sudhmahadev- Khaleni project, the Div Com was apprised that all the Codal formalities have been completed. The Div Com directed the concerned to expedite the disbursement of compensation to the owners at an earliest so that the acquired land was handed over for speedy execution of the project.
While inquiring about the habitations yet to be provided road connectivity under PMGSY, the Div Com directed for formulating a comprehensive plan to cover these habitations in the next financial year.
The Div Com, while assessing the power curtailment schedule and power requirement in the district, directed the concerned to publish the curtailment schedule to get the exact feedback, besides, he asked the project engineer to commission all the targeted sub stations by the end of June this year.
Regarding un-electrified villages, the Div Com directed the DDC to pull up the concerned executing agency and ask the concerned to mobilise additional men and machinery to electrify all the left out villages, which is one of the top priority of the LG Administration.
Regarding Jal Jevan Mission, the Div Com directed the DDC to complete the formalities and pursue the proposed water supply projects with the concerned authorities so that work was started on the approved schemes to achieve the targets under the second phase.
The Div Com also directed the ACD Doda to complete the verification of the works of 2017-18 along with ACR and submit the list at the highest level to clear the liabilities. He further directed to close all the previous works on MIS with immediate effect, besides improve the timely payment percentage.
Regarding Panchayat playfields the Div Com directed the ACD and DYSSO to frame a joint report to get the exact status of the playgrounds in the Panchayats. He further asked the DDC to direct the Tehsildars and BDOs to identify the land for the development of playfields in the left out Panchayats and submit the certificate in case no land was available.
Regarding Ayushman Bharat PM-JAY SEHAT scheme, the Div Com directed the concerned to take support from all the line departments and mobilise the Arogya mitras and ASHA workers to expedite the registration. He further asked to verify the pockets where the registration of beneficiaries under the scheme is low.
The Div Com further directed the concerned to submit a proposal to the NHM for making the provision of Palkies for the tough terrain areas for shifting the pregnant women to the health institution.
While reviewing the education scenario, the Div Com directed the DDC to devise a plan, in coordination with Joint Director Education, to improve the women Literacy rate in the district. He also laid stress on reducing the school drop-out rate by taking all the appropriate measures.
While reviewing the social sector schemes, the Div Com directed the concerned to conduct the outreach programs in order to understand the real gap in the coverage under the assistance schemes and to achieve 100% saturation in the district. Besides, he asked the line departments, especially RDD and Revenue departments to assist the concerned in reaching out to the targets.
The Div Com also directed the ALC to register all the beneficiaries under BOCW schemes, while PMGSY, JKPCC, NHIDCL and PWD were asked to direct the contractors to register their workers in the office on priority basis.
The Div Com directed the AD Food to ensure 100% adhaar seeding at beneficiary level, and conduct RC verification in consultation with the DDC Doda as per the government order.
Moreover the Div Com also reviewed the progress under PMEGP, My Town My Pride, Back to Village, PM Kissan, KCC etc and asked the concerned to make concerted efforts to ensure effective implementation of the flagship schemes, which aim at the individual as well as community benefit.
Divisional Commissioner also visited the under construction sites of teaching hospital at Associated Hospital Doda and main campus of GMC at Ghat.
