S.T status to paharis, their constitutional right

The main reason of India being called as world largest secular democratic state is its grand and magnificent constitution which run on a life line of equality amid it’s masses irrespective of their caste, colour,creed , clad or religion. Our constitution has accomodated the basic rights of every section of society in article 14 of Indian constitution.
As a matter of fact , India is a multilingual, multicultural and multi ethnic society. One can see a sea of difference in their socioeconomic status so inorder to bring up the status of downtroden and poor indians at par with the developed section of Indian society, our constitution has incorporated article 341 and 342. These two articles talk about reservation of scheduled caste, scheduled tribe and other backward classes. The people belonging to ST, SC and OBC are given reservation in access to seats in Government jobs, educational institutions, in legislature seats, relaxation in upper limit of retirement age and above all many scholarship benifits. Friends, thing to ponder here is article 342 of Indian constitution defines that all those communities which fulfill the below mention requirements like (1) indication of primitive traits (2) Distinctive culture (3) Geographical isolation (4) Shyness of contact with community at large and (5) Backwardness are eligible to enjoy the benifits of reservation under ST category. No doubt numberless communities like Gujjar, Bakarwals, Gaddi, Aka, Apatani, Dafla, Galong, Khowa, Mishni, Khampti etc are getting benifits of reservation and have shown development in their standard and way of living but there is one more community named as pahari community which resides in foot hills of Himalaya and inspite of fulfilling all the requirements needed to come under ST reservation, they are deprived of their constitutional right of reservation. The pahari people have been living a miserable life since independence. They are living in kacha houses, agriculture and sheep farming is their only occupation. They are deprived of any higher education or any govt. Jobs. Even inspite of constituting 56% of total population of twin districts of Rajouri poonch, they are now not eligible to enter in state assembly under new delimitation policy as assembly seats of Rajouri poonch are getting reserved for ST community.
Pahari community has been struggling for ST status since 1978. Time and again many state governments like Umar Abdullah led NC government and Mehboob Mufti led PDP government have also submitted their proposals to union ministry for granting ST status to “paharis”. There after center government appointed a commission under the leader ship of peerzada Amin in 2013 to bring a detailed report regarding the culture, occupation and socioeconomic background of paharis. After going through a detailed observation of pahari community at large, commission submitted its report to union ministry admitting that pahari community fulfill all the five conditions necessary for coming under the ambit of ST reservation. Not even this, Home minister of India Shri Amit Shah, during his recent visit to Jammu kashmir also announced during a ralley that paharis will be given ST status before the forthcoming assembly polls. These positive moves by Shri Narender Modi led BJP government has given rise to innumerable hopes in the hearts of pahari people. Pahari people under the strong leadership of senior BJP leader and DDC member from Darhal constituency Jb Iqbal Malik are enthusiastic enough and request to the good self of our honourable Prime minister shri Narender Modi and Home minister, shri Amit Shah to grant ST status to we pahari people so that.
(1) we may also be able to attain higher education in big universities of India.
(2) we may also be able to become IAS , KAS and IPS
(3) we may also be able to live a luxurious and comfortable life
And above all we may also be able to contribute to the development of our country.
