Implement 'Work Calendar' for regularisation: Lecturers

3/10/2010 10:49:47 PM

EARLY TIMES REPORT
JAMMU, Mar 10: Accusing the State Government of following "callous approach" towards genuine issues of the teaching community, All J&K Lecturer's Forum has strongly advocated for implementation of "Work Calendar" announced for regularization of in charge incumbents in school education department.
The Forum expressed its confidence that the decision for regularisation of about 700 in charge incumbents within one month taken in a high meeting chaired by Minister for Law and Parliamentary Affairs, Ali Mohammad along with Minister for School Education, Peerzada Mohammad Sayeed would be translated into action and implemented in true spirits.
"Despite several assurances from the State Government, the genuine issues of regularisation have yet not been resolved. Government has adopted callous attitude for the last many years," H D Qureshi, president of the forum told reporters here. He said, "The Law Minister after taking all the aspects of decade long problem of inchargism into consideration has decided to get regularisation of all the incharge incumbents in School Education Department within a stipulated period of one month." Qureshi maintained that implementation of the decision would definitely give a sigh of relief to more than 7000 officers of the department who, he alleged, have been facing the agony of the callous attitude of the government since 1998 onwards in their capacity as in charge lecturers, principals, CEOs and other officers.
He alleged that the delaying attitude of the Government towards regularisation of in charge lecturers has not only affected the working zeal of teachers at senior secondary level but also badly damaged the classroom teaching due uncertainty prevailing amongst the concerned authorities. He further alleged that the Government is violating the Supreme Court ruling wherein it has maintained that no government can keep an employee on incharge basis for more than one year. He also stressed for constitution of "Special Cells" for regularisation and stressed that the DPC clearance should be made well in advance before elevation of an individual.
