NC MLA threatens to boycott full LA business | | | KUNAL SHRIVATSA EARLY TIMES REPORT JAMMU, Mar 20: The ruling National Conference (NC) had to face an embarrassing situation when one of its legislators staged a walkout from the Lower House of State Legislature today during the debate on the demands of grants for Parliamentary Affairs, Law and Rural Development Departments (RDD). It was on second consecutive day today when the member of the ruling party staged walkout from the House. After Nazir Ahmad Gurezi's yesterday walkout, it was the turn of NC MLA from Karnah, Kahfeel-ul-Rehman, who walked out of the House in protest after what, he alleged 'denial of adequate time to raise his issue.' It all began when the Deputy Speaker Sartaj Madani, who was in the Chair, signaled towards Parliamentary Affairs, Law and RDD Minister Ali Mohammad Sagar and asked him to give his reply on the cut motions moved by several legislators belonging to different political parties. The NC MLA sought the attention of the Deputy Speaker to raise his issue. However, the Deputy Speaker asked the Minister to make his reply on the cut motions moved by several legislators. The Minister, however, requested the Chair to continue the discussion on cut motions, saying only four to five members have left out and it would take another 10-15 minutes to go complete the debate. But, the Deputy Speaker's decision to go ahead with the reply without giving him a chance to take part in the debate annoyed Rehman. Infuriated over the Deputy Speaker's decision, the agitated MLA alleged that whenever his turn comes, the Chair do not allow him to speak at length thus denying him the right to highlight issues of public importance. "As and when I get an opportunity to brought up the problems being faced by my constituency's people before the House, my time to speak is being cut on one pretext or the other, to which I strongly object," said Kahfeel-ul-Rehman " I am one of the senior most members of the House as only four-five legislators have seniority better than me but sorry to say I am being given time to speak in last, which is objectionable," he shouted. In a bid to pacify the agitated member, the Deputy Speaker again allowed to continue debate over Demands for Grants. Though Rehman was given first chance, he refused the offer and said, "I will not speak anything and in protest I would not even participate in the proceedings of the House from now onwards." Meanwhile, after sometime Speaker Mohammad Akbar Lone again occupied the Chair and asked Rehman to start his speech. On this, Rehman stood up saying, "Main Shuroo Kar Raha Hoon? Main Shuroo Hi Nahin Kar Raha Hoon (Am I starting? No I am not going to start)." He further said, "Main Us Ilaake Se Taaluk Rakhta Hoon Jahan 2005 Mein Ek Bade Zalzale Ne Neeche Ki Zameen Upar Kar Di Thi (I belong to that part where a major earthquake shook up the surface of the earth in the year 2005 )" After uttering these words, Kahfeel-ul-Rehman walked out of the House in protest.
