Cabinet orders massive reshuffle in Police, civil administration

SRINAGAR, May 31: Much speculated and much awaited massive reshuffle, ending months of uncertainty in different ranks of the establishment, finally materialized today when the state Cabinet considered and accorded sanction to transfer and appointment of as many as 90 senior officials in Police and civil administration. Several Heads of Departments, including the high profile Director of Information Kh Farooq Reenzu and Director of Rural Development Kashmir Mrs Dilshad Khan, are among 34 officers of the rank of Secretary in the Government, Special Secretary and Additional Secretary to Government who have been shifted to new places of postings.
Hour-long Cabinet meeting that started off at 1600 hours was chaired by Chief Minister Omar Abdullah. All the 17 Cabinet Ministers participated in the meeting.
According to a press release, issued here this evening, Director of Information Khwaja Farooq Reenzu has been transferred and appointed as Director of Local Bodies, Kashmir, in place of Mohammad Abbas Dar, who has been appointed as Registrar Cooperative Societies. Abbas Dar will relieve Ghulam Nabi Sofi upon his superannuation today.
Special Secretary to Chief Minister and former Director of Information, Zaffar Ahmed Bhat, will hold the additional charge of Director of Information.
Secretary in J&K State Public Service Commission, Mohammad Ashraf Bukhari, who had of late landed in a controversy over compilation of a list of candidates, has been transferred and appointed as DC Kupwara in place of Showkat Ahmed Mir who has been appointed as Special Secretary Consumer Affairs and Public Distribution and Transport department.
Director Rural Development Department, Kashmir, Mrs Dilshad Khan, has been transferred and appointed as DC Ganderbal in place of Syed Iftikhar-ul-Hassnain Bari who has been removed to the insignificant position of Director Rural Sanitation.
Director Tribal Affairs J&K, Jehangir Ahmed Mir, has been transferred and posted as Director Rural Development, Kashmir, in place of Mrs Dilshad Khan.
DC Anantnag, Sheikh Mushtaq Ahmad, has been transferred and posted as Commissioner, Municipal Corporation, Srinagar relieving DC Srinagar, Meraj Ahmed Kakroo, of his additional charge. Kakroo had got the additional charge after former Commissioner Srinagar Municipal Corporation had been unceremoniously relieved and dumped back into his parental J&K State Agro Industries Development Corporation three in mysterious circumstances three months ago.
DC Leh, Ajit Kumar Sahu has been transferred and posted as Director Technical Education while as Additional DDC, M Raju, has been transferred and posted as DC, Kargil. He will join his new place of posting upon retirement of Reyaz Ahmad on June 30th.
Tushar Kanti Sharma, Special Secretary, Forest, has been transferred and posted as Member, J&K Special Tribunal, against an available vacancy. Mohammad Shafi Rather, Director Technical Education, has been transferred and posted as Secretary in the Agriculture Production Department.
Syed Altaf Hussain, Special Secretary PDD has been transferred and posted as Secretary in the PDD, Raj Kumar Bhagat, Managing Director J&K SC,ST & OBC Development Corporation, has been transferred and posted as Additional Commissioner, Jammu against an available vacancy;
DC Bandipore, Mohammad Sharief Sood, has been transferred and posted as DC Shopian. He will join his new place of posting upon retirement of Mr. Abdul Majid Khanday on June 30th.
DC Rajouri, Jai Pal Singh, has been transferred and yet again appointed DC Anantnag, in place of Sheikh Mushtaq Ahmed.
DC Kulgam, Manzoor Ahmad Lone, has been transferred and posted as DC Bandipore vice Mohammad Sharief Sood.

MD J&K State Cable Car Corporation, Farooq Ahmed Khan, has been transferred and appointed as DC Anantnag in place of Sheikh Mushtaq Ahmed.
Administrator, Associated Hospitals Jammu, Tserinh Angchok, has been transferred and posted as DC Leh vice Ajit Kumar Sahu. The Principal Medical College, Jammu will hold the additional charge of the post of Administrator, Associated Hospitals till further orders.
Showket Ahmad Zargar, who had been transferred as Director Handicrafts and appointed as Director in Economic Reconstruction Agency but had refused to join, has been appointed today as Special Secretary Irrigation, PHE and Flood Control.
Sonam Gyalsom, Special Secretary Ladakh Affairs Department has been transferred and posted as Director Achieves, Archeology and Museums to leave Director Libraries of the additional charge of the post;
Tsering Marup, Additional Deputy Commissioner, Kargil has been transferred and posted as Special Secretary Ladakh Affairs;
R. S. Kotwal, Additional DDC Doda has been transferred and posted as Managing Director, SC, ST and OBC Corporation;
Mohammad Yaqoob Zargar, Director Rural Sanitation holding additional charge of Director Rural Development, Jammu has been transferred and posted as Director Rural Development Jammu against an available vacancy;
Mohammad Amin Bhat, Additional Registrar Cooperatives, Kashmir has been transferred and posted as Managing Director JKI relieving Managing Director J&K Minerals of the additional charge of the post;
Ali Raza, Project Director, DRDA has been transferred and posted as Director Tribal Affairs;
Roshan Lal Vishen, Special Secretary Transport Department has been transferred and posted as Special Secretary Animal and Sheep Husbandry Department against available vacancy;
Dr. Kanwal Krishen Kitchlu, Secretary State Commission for Backward Classes has been transferred and posted as Special Secretary Social Welfare Department. He will also hold the charge of the Secretary, State Commission for Backward Classes till further orders;
Farooq Ahmad Khan, Joint Director, Administration CA&PD, Jammu has been transferred and posted as Deputy Commissioner, Kulgam;
Abdul Rashid Dar, Additional DDC, Budgam has been transferred and posted as Director Land Records, Kashmir relieving Additional Commissioner, Kashmir of the additional charge of the post;
Ghulam Ahmad Khawaja, Special Secretary PHE, Irrigation and FC has been transferred and posted as Deputy Commissioner, Rajouri;
Parvez Iqbal Khateeb, Deputy Commissioner, Commercial Taxes (Hq) has been transferred and posted as Additional Commissioner, Commercial Taxes against available vacancy;
Talat Parvez, Additional Secretary Information Technology Department has been transferred and posted as Managing Director Cable Car Corporation. He will also hold the additional charge of Director SKICC till further orders relieving Director Tourism, Kashmir of the additional charge of this post and
J.S. Tandon, Joint Managing Director, SRTC to hold the charge of the post of Managing Director SRTC in addition to his own duties till further orders.
