EARLY TIMES REPORT
JAMMU, Aug 29: It is good that Chief Minister Omar Abdullah has asserting his authority and taking action against controversial elements in his administration. The recent transfers in the civil and police administration, removal of Mufti's right hand man Haseeb Drabu from the position of chairman of J&K Bank and the report that the Chief Minister is contemplating a stern action against "corrupt" officials all indicate that Omar Abdullah has finally recognized the gravity of the situation. It is good omen for the overall interest of the people of the state. Had he acted in the manner earlier he has started acting from the last four-five days, the situation in Kashmir would have been somewhat different and the extremists and separatists like Syed Ali Shah Geelani, in overt and covert collaboration with certain elements in the administration, would not have dared to take the law of the land into their dirty hands and instigated the gullible Kashmiri Muslims to unleash a reign if senseless violence in the Valley and paralyze the functioning of the government.
However, to say all this is not to suggest that these actions of the Chief Minister would help him retrieve the situation in the Valley, where the extremists like Geelani and certain elements in the establishment and Kashmir-based universities have vitiated the atmosphere to the maximum extent and induced the common people of Kashmir not to give any importance to the political and administrative institutions and violate the rule of law. These actions would not produce the desired results. He has to take action against all those persons in the administration and Kashmir-based universities who have been conspiring against the state government and the Indian state and undertaking activities calculated to motivate people to undermine the significance of democratic and political institutions in the Valley and establish jungle raj so that they could carry on their anti-state government and anti-India activities with utmost ease.
It is not just the extremists and separatists like Geelani and Mirwaiz Uma Farooq who instigated, and continue to instigate, gullible Kashmiri Muslims to rise in revolt against the Omar Abdullah-led government. There are similar elements in the Kashmir-based universities. In fact, two of the universities in Kashmir have, instead of becoming houses of learning, become hub of anti-state government and anti-India activities. Not only this, one of the former Vice-Chancellors of the Jammu University and the Mufti's man Amitabh Mattoo, who has been moving heaven and earth to become Vice-Chancellor of the Central University of Jammu in order to create in the peaceful Jammu province a Kashmir-like situation, has also unleashed a no-holds-barred propaganda blitz both against Chief Minister Omar Abdullah and his government and New Delhi.
The situation has now climaxed to the point that Vice-Chancellor of Kashmir University Riaz Punjabi allowed Syed Ali Shah Geelani to organize anti-India activities on the university camps. It happened for the first time during all these years of secessionist violence in Kashmir. On the other hand, Vice-Chancellor of Islamic University, Kashmir, Siddiq Wahid, again a Mufti's man and well-known separatist, has crossed all the lines in order to hit the Chief Minister below the belt and denigrate India. Only a few days ago (August 17), he, along with over four dozens of students of the Islamic University (all hardcore separatists), visited Delhi only to unleash vilification campaign against India and the state government. As for Amitabh Mattoo, less said the better. Suffice it to say that during the past about 20 days, he, in collaboration with Barkha Dutt of the NDTV 24X7, has done all that he could to paint the Omar Abdullah and the NC-led coalition government in the state black and lower the position of India in the eyes of international community.
It would not be an exaggeration to say that it is the Vice-Chancellors of the University of Kashmir and Islamic University and Amitabh Mattoo who have been, along with the likes of Geelani, the Mirwaiz and Mufti Mohammad Sayeed, trying to give a particular type of orientation to the state polity, thus seeking to reduce the Chief Minister and his administration to a nullity for all practical purposes. In other words, these present and former Vice-Chancellors, plus the other regressive forces in the Kashmir Valley, are basically responsible for the ongoing turmoil in the Valley. It is a matter of grave concern that State Governor NN Vohra as Chancellor of the Kashmir-based Universities has utterly failed to take action against these controversial Vice-Chancellors.
Chief Minister Omar Abdullah has to take cognizance of the activities being undertaken by these Vice-chancellors and similar other elements if he is to establish his authority in Kashmir and restore the ground lost. This is prerequisite. At the same time, however, he has to provide a people-centric, accountable, responsive, impartial and corruption-free administration to the people. Similarly, he has to refrain from making controversial political statements.
