Ridiculous, Omar says Jammu gets more as compared to Srinagar | News ANALYSIS | | EARLY TIMES REPORT JAMMU, Oct 11: Believe it or not, but it is a fact that Chief Minister Omar Abdullah has said that Jammu district gets more funds as compared to Srinagar district. In fact, he, on October 7, bemoaned saying that Jammu grabs more funds as compared to Kashmir. He made this ridiculous statement on the floor of the assembly. Of course, it was a written statement and it was tabled in the assembly in response to a question of the JSM MLA from Bishnah Aswini Sharma. Who is he trying to befool and mislead? His government can befool the naïve and certain legislators who go to the assembly unprepared, but it cannot befool the people of Jammu province who know each and everything that is happening in the state and that is being done by the Kashmir-centric government to harm them and deprive them of their due share in the state's political, economic and developmental processes. What exactly did he say on October 7? He said: The state government allocated the "lowest plan size for Srinagar of all the 22 districts of the state for the current fiscal year; the allocation almost half of the plan size approved for Jammu district." To prove his point, he said: "While Rs 45.47 crore were allocated for Srinagar, the Jammu district got Rs 92.65 crore for the current financial year." It is strange that no legislator from Jammu countered the misleading assertion of the Chief Minister. He should have told on the floor of the assembly itself that his statement was flawed and that he had hidden more than he revealed. The Chief Minister says that Jammu district got more funds this year than the Srinagar district. It's not true. It is Srinagar that got more as compared to Jammu. It needs to be noted that the Jammu district is superior to Kashmir both in terms of land area and population, but inferior in terms of development. The number of panchayats in Jammu district is 229, as against just 70 in Srinagar district. It's a huge difference. In other words, Jammu district has 159 more panchayats as compared to Kashmir district. It is universally known that more the population and area, more the number panchayats. Besides, the number of people who live below the poverty line in Jammu district, according to the official estimate, is 11.97 per cent, as against 8.16 per cent in Kashmir. In other words, the difference is almost 4 per cent. the It is, however, a different story that even those who own immovable property worth crores of rupees, two-wheelers, four-wheelers, refrigerators, televisions and so on are also enjoying the facilities that are available to the genuine persons living below poverty line. For example, in the Khandwal panchayat in Jammu district alone, out of a total of 165 BPL card holders no less than 119 are, according to a report in a leading Hindi language national daily, "fictitious." Anyway, the fact that the Jammu district has more panchayats and more area, bulk of which is, unlike the Srinagar district that is highly developed and reached a saturation point, should serve to counter the motivated propaganda that Jammu district has got more funds than Srinagar district. Jammu district deserves more funds. Will the Chief Minister look all these facts in the face and revise his formulation that Jammu grabs more funds? |
